JOB TITLE: Senior Project Coordinator – Rwanda PHIA, ICAP

ICAP at Columbia University is an international non-profit organization that aims to ensure the wellness of families and communities by strengthening health systems around the world.
In partnership with the United States Centers for Disease Control and Prevention (CDC), ICAP will conduct Population-based HIV Impact Assessments (PHIA) in specific PEPFAR-supported countries. Each PHIA will define the status of the national HIV epidemic, guide the allocation of resources based on evidence, and integrate capacity building of country stakeholders in the design, conduct, analysis, and use of PHIAs.

ICAP, in partnership with the Ministry of Health (MoH) and the Centers for Disease Control and Prevention (CDC), is planning to conduct a PHIA to estimate the population-level impact of the national HIV prevention, care and treatment programs in Rwanda. In addition to providing important programmatic information to the MoH and relevant stakeholders, this assessment of the national HIV program is of great value to HIV researchers and public health experts around the world.

OVERALL JOB FUNCTION:

Reporting to and supporting the TD for RPHIA, the SPC will be responsible for overseeing the day-to-day operations of RPHIA. The SPC will be responsible for coordinating RPHIA’s day-to-day activities and coordination of field staff, support closely the supply chain to mitigate stock-out of field supplies, liaise with laboratory advisor to ensure that field teams receive the necessary biomarker supplies. The SPC will support the implementation of the study protocol, standard operating procedures (SOPs), and ensure other relevant policies and regulations are being followed. The SPC will report survey progress and maintain archive of regulatory files and technical documents.
This is a grant funded, Nine months, Non-Renewable contract.

MAJOR ACCOUNTABILITIES:

  • Support the TD and lead team to organize technical working group meetings and steering committee meetings as scheduled
  • Prepare and disseminate minutes of Steering and TwG meetings and ensure follow up of decisions
  • Ensure a seamless and smooth flow of activities; making sure that there is coherent communication between community mobilization, laboratory and data collection teams
  • Actively support the process of sensitization of stakeholders and community mobilization as well as stakeholder meetings related to the RPHIA project
    Supervise and provide guidance to provincial Coordinators
  • Contribute to the review and standardization of survey instruments and ensure that field teams and community have adequate quantities of needed tools and supplies
  • Ensure follow up of procurement of any needed approved equipment and supplies working in close collaboration with operations and procurement teams in all the supply chain process
  • Prepare study related workshops, seminars, meetings, conferences and site supervision trips related to the RPHIA
  • Prepare weekly and monthly activity progress reports for sharing with the TD and other reports as may be needed to keep all RPHIA stakeholders updated on progress and plans
  • Organize, coordinate and participate in joint survey monitoring activities in collaboration with implementing partners and key stakeholders
  • Ensure that RPHIA staff are trained in GCP; have undertaken all required ethical and research trainings, maintain confidentiality and adhere to the ethical principles for human subjects research and Good Clinical Practice (GCP) guidelines
  • Participate in the development of and monitor the survey rollout plan and plans for deployment of field teams as needed;
  • Liaise with headquarters survey coordinator for the organization of external monitoring visits
  • Maintain an archive of PHIA TWG meeting minutes and other technical documentation
  • Monitor the return of RPHIA laboratory-based tests results and collaborate with the RoR coordinator to ensure timely return of the results
  • Any other task deemed necessary for RPHIA by the immediate supervisor

TRAVEL REQUIREMENTS

Travel approximately 60% of the time within Rwanda may be required.

EDUCATION

Master of Science in Public Health or related field

EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS

  • Minimum five (3) years of experience in coordination of public health-related activities;
  • Strong supervisory and coordination skills for leading teams;
  • Prior clinical research or program evaluation experience;
  • Demonstrated experience working independently;
  • Strong problem-solving skills;
  • Excellent verbal and written communication skills;
  • Previous work in Rwanda and good knowledge of local context.

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS

Knowledge of USG rules and regulation preferred.
