TITLE: SELECTION OF A PRIVATE OPERATOR TO MANAGE THE NYANDUNGU-ECO PARK IN KIGALI, RWANDA

1. The Government of Rwanda is seeking a private management partner (a single partner or a consortium of partners) to take on the long-term management of the Nyandungu Eco Park, a restored wetland in the city of Kigali that has been transformed into a 121.8-hectare recreational park for public use and access located in Kicukiro and Gasabo Districts, just north of the Kigali International Airport.

2. The Kigali Development Strategy for 2050 outlines clear green growth targets, including the development of urban recreation areas and green space for its citizens ensuring healthy and environmentally friendly lifestyles. The country's wetland system is part of this green development strategy and is a top priority for preservation due to its functions in flood mitigation, biodiversity protection and water filtration.

3. The purpose of this tender notice is to identify potential companies with the requisite technical and managerial experience as well as the financial capacity to take on the management of the Nyandungu Eco Park under a PPP contractual arrangement with the Government of Rwanda. As further stipulated in the bidding document (Request for Proposal ("RFP"), bidders' proposals should capture the following core goals: (i) preservation of ecological functions (ii) apply state of the art practices for environmental, economic, and social sustainability (iii) support low impact amenities and commercial activities.

5. The RFP responses, well written, must be submitted electronically to the above email address or physically, properly sealed, dated and labelled 'Nyandungu Eco Park Proposal' to the Chief Executive Officer, RDB, at the address below.

6. The closing date & time for the submission of the proposal documents is 7th August 2023, 16:00 (CAT). Any application received after the closing date & time will not be accepted.
