Overview: A research team based at the FUTURE Institute of Sustainable Transformation at ESMT is looking for a service provider to provide implementation support for a research study. The study seeks to evaluate the impact of a digital skills training program for TVET teachers in Rwanda. The service provider will be based on Rwanda and must have at least 5 years of research experience in topics related to digitization, TVET, education, economic growth and public policy. The initial contract with the service provider will be five months long from August 2023 to Dec 2023 with possibility for renewal up to September 2025. 

The study forms part of the project “Evaluation of a Digital Skills Program for TVET Teachers in Rwanda, which is supported by the German Institute for Development Evaluation (DEval) with funds from the German Federal Ministry for Economic Cooperation and Development (BMZ). 

Project Description: The GIZ supported Digital Skills (DS) program seeks to train and certify all technical and vocational (TVET) educators in Rwanda in a three-part online training that covers digital literacy, digital skills for teaching and teacher wellness. A pilot version of this program trained 2,500 teachers in 2021 and the scale-up version will target Rwanda’s remaining 4,000 TVET teachers over 2023 and 2024. Every group of 50 teachers will be supported by 1 master trainer who will be trained in advance. 

A scientifically supported evaluation now seeks to estimate the impact of the program and to identify ways to increase participation. To this end, a comprehensive research proposal was submitted to the German Institute for Development Evaluation (DEval) and was awarded a competitive research grant for implementation. 

The evaluation is planned to have a “phase-in” design, wherein roughly half of the teachers will get access to the DS training in the first phase of the program (July 2023), while the second half will get access to the training in a second phase (July 2024). All teachers will be surveyed thrice viz. before the first phase, between the two phases and after the second phase.  Primary survey and course participation data will be collected electronically, and secondary data will be requested from the relevant institutions.

Tasks to be performed:

  1. Monitoring and boosting survey responses of approximately 4080 respondents through implementation of incentives and follow up phone calls
  2. Providing feedback on and translating first survey instrument into Kinyarwanda
  3. Provide feedback and input into research design
  4. Troubleshooting while study is being conducted
  5. Provide logistical support to research team during country visits
  6. Liaise with local stakeholders and set up meetings with them on need basis
  7. Carry out and report on research visits to a sample of TVET schools on regular basis

Timeline:

The initial contract period will be 01 August 2023 to 31 Dec 2023 with possibility for annual renewal up to September 2025.

Requirements: 

The service provider must be a Rwanda based institution with at least 5 years of research experience in topics related to digitization, TVET, education, economic growth and public policy. The service provider must have established relationships with government stakeholders, ideally with RTB, Ministry of ICT and Ministry of Education. The proposed budget for the initial contract may not exceed 6000 EUR.
