At the heart of Spark’s model, the Facilitated Collective Action Process (FCAP), are ‘town-hall’ style weekly meetings, in which women, men, young, old, plan together for their community’s future. Each village elects a leadership committee, establishes a village savings account, and launches a project of their choice. Members receive training on financial management, transparency, leadership, village planning, and advocacy. Each village then receives US$8,000 in seed funds and additional management support to turn their project ideas into reality.

Spark trains partner organizations and works with governments to scale the FCAP as the model of choice to advance social and economic development, improve lives, and secure lasting change. Spark is now active in 500+ villages in 6 countries,  improving the lives of over 230,000 people.

Spark Microgrants,is seeking proposals from qualified security guard companies to provide security services at our Kigali Office.The purpose of this tender notice is to invite interested and eligible security guard companies to submit their proposals.

Scope of Work:

1. Provision of Unarmed guards: The selected company will be responsible for providing well-trained and professional security guards to ensure the safety and security of the Spark Microgrants Kigali Office premises, staff, visitors, and assets.
2. Guarding services: The security guards will be required to perform duties such as access control, patrolling, responding to emergencies, and implementing security procedures as per the provided guidelines.
3. Working hours: The security guards are required to be present at the Spark Microgrants Kigali Office premises 24/7, including weekends and public holidays.
4. Reporting: The security guards will be expected to maintain accurate records of incidents, daily activities, and any other relevant security-related information. Regular reports should be submitted to the designated supervisor. 

Requirements: 

1. Registered Company: Interested companies must be legally registered and have a valid license issued by Rwanda National Police to provide security guard services in Rwanda.
2. Experience: Companies should have a minimum of 3 years of experience in providing security guard services to organizations of similar size and nature.
3. Qualified Personnel: The security guards provided by the company should be well-trained, experienced.
4. Insurance: The selected company must have valid Liability/Property insurance coverage for its security guards.
5. Compliance: The security guards must comply with all applicable laws, regulations, and codes of conduct. 

Documentation to Submit:

• RDB Certificate
• VAT Certificate
• Experience: Recommendation from at least 3 reputable companies/Organizations
• Quotation
• Valid license issued by Rwanda National Police

Evaluation Criteria: 

The evaluation of proposals will be based on the following criteria:

1. Company experience and qualifications
2. Quality and competency of security guards
3. Proposed cost and payment terms
4. Compliance with requirements
5. Any additional value-added services offered 

Spark Microgrants reserves the right to accept or reject any proposal received without assigning any reason. The decision of Spark Microgrants will be final and binding.
