Introduction
HANDICAP INTERNATIONAL FEDERATION (HI), operating under the name Humanity & Inclusion a not-for-profit association governed by the French Act of July 1st 1901, domiciled at “138, avenue des Frères Lumière – 69371 Lyon cedex 08, France” and registered in Rwanda under RGB with the registration number 0066/RGB/18 with TIN No 100600244, Kicukiro sector, Kicukiro District, Kigali City, P.O. Box 747 KIGALI.
Preamble
- HI is an independent international aid organization working in situations of poverty and exclusion, conflict and disaster,
- HI works alongside persons with disabilities and vulnerable persons; its action and testimony are focused on responding to their essential needs, their living conditions,
- HI is committed to promoting the respect of their dignity and their fundamental rights
- To that end, HI retains service providers who are reputed for their skills in their field of activity,
- HI and the Service provider have agreed to work together in a working relationship devoid of any form of hierarchical subordination.

TERMS OF REFERENCE AND TECHNICAL SPECIFICATIONS
HANDICAP INTERNATIONAL FEDERATION, invites all registered and licensed Travel Agencies to submit their competitive proposals/bids for the “Provision of flight tickets” for a framework agreement for 24 months.
Well-signed offers, written in English or French, must be submitted to the below email address by Sunday, 31st December 2023 mid-night; Late proposals will be rejected.

Note: It shall remain the responsibility of the Suppliers to ensure that their proposals are submitted on or before the deadline, Proposals that are received after the deadline indicated above, for whatever reason, shall not be considered for evaluation.

Submission Instructions
The following information to be included by the hotel in the quotation:
- The quoted price for each item specified in USD to be converted in Rwandan francs as per the exchange rate of the day. (This price should be inclusive of all taxes).
- Validity period of offer (Offer should be valid for at least 90 days)
- Payment modality: HI is preferable payment after delivery of services by Bank transfer
- The Quotation must be on official letterhead with an authorized signature and stamp
Administrative Requirements
Hotel to provide the following as part of his submission:
- Valid Membership certificate from RATA (Rwanda Association of Travel Agencies)
- Valid membership certificate from RTTA (Rwanda Tours and Travel Association)
- Business Registration Certificate
- VAT registration
- Valid and notified RRA tax clearance a
- RSSB contribution clearance certificate
- 3 reputable organizations for reference
- Evidence that the Hotel uses EBM
- Signed Declaration of acknowledgment of policies, ethics, and adhesion to the HI code of conduct
Electronic submissions must be received at the address specified below by December 31th, 2023, 5:00 PM, Rwanda Standard Time and please make sure that the submission is titled with the following reference number (RFQ/Hotel/2024). Submissions must be forwarded in electronic format only in PDF to dao@rwanda.hi.org.
