At the heart of Spark’s model, the Facilitated Collective Action Process (FCAP), are ‘town-hall’ style weekly meetings, in which women, men, young, old, plan together for their community’s future. Each village elects a leadership committee, establishes a village savings account, and launches a project of their choice. Members receive training on financial management, transparency, leadership, village planning, and advocacy. Each village then receives US$8,000 in seed funds and additional management support to turn their project ideas into reality.

Spark trains partner organizations and works with governments to scale the FCAP as the model of choice to advance social and economic development, improve lives, and secure lasting change. Spark is now active in 500+ villages in 6 countries, improving the lives of over 230,000 people.

Spark Micro Grants, invites companies/firms to participate in the competitive solicitation for pricing and delivery of medical Insurance services for our staff and dependants. Spark MicroGrants seeks requests for proposals and quotations from qualified companies/firms that have the capacity and expertise to offer medical insurance services to the organisation’s staff and their dependents.

The period of performance for this procurement contract is from 24th February 2024 to 24 February 2025.

Background

Spark MicroGrants wishes to request for the Provision of Medical Insurance for staff and their dependents.

Staff Estimation: 33                 Total staff and dependents: 70

Minimum requirements

  • Submission letter duly signed, dated and stamped;
  • Company profile with full address, legal name, branches, products/Services, leadership team, telephone contact, email and Website.
  • RDB registration license
  • Current RRA & RSSB clearance certificates
  • Being on the list of Insurance companies licensed to operate in the country by the Rwanda national bank (BNR)
  • Certificate of registration from ASSAR (Rwanda Association of Insurers)
  • List of medical services providers in partnership with full address and location.
  • The bidder must guarantee to the client for generating monthly consumption report
  • Proof of insurance services offered to the three institutions preference to International NGOs
  • The financial offers should be in the Rwandan francs (RWF) currency, including any VAT or other taxes.
  • The prices quoted cannot be adjusted unless for the successful offer/bid during the negotiations
  • Bid validity 60 days from the submission date.

  • Charges incurred for medical care due to illness, accident or maternity.
  • Eye treatment and spectacles
  • Dental treatment
  • Funeral expenses
  • Road and Air ambulance within the country for life threatening cases only.
  • Pathology, X-ray, Ultrasound, ECG and Computerized Tomography, MRI Scans.
  • HIV/AIDS and related ailments. ICU/HDU and Theatre charges.
  • Congenital Malformation & Psychiatric cases
  • Hospital accommodation for accompanying parents and/or guardians for hospitalized children below 16 years.
  • Chronic and Pre-Existing Conditions including HIV AIDs to be covered Family planning limited Rwf 50,000 per visit.
  • Circumcision for children below 15 years.
  • Cover for dental prosthesis for children.
  • Vaccination against Hepatitis Band treatment for Hepatitis C.
  • Immunization for adults and children.
  • Covid 19 treatment to be covered. Covid tests to be prescribed by a doctor
  • Choosing a doctor on reimbursement basis where no partnership in place in such a case, reimbursement to be made considering the tariff rate applied for other health facilities of the same category,
  • Treatment abroad: The cover should be extended to all staff who fall sick abroad on official/private travel or on official leave known by the contracting party with the reimbursement basis King Faisal Hospital tariff.
  • Refund of prorated premium for leaving staff for the leaver or automatic replacement of leavers by joiners without extra-premium
  • Provision of Utilization report on monthly basis (every 15th of the following month).
  • Any other benefit available.

Evaluation Criteria

  • The evaluation of proposals will be based on the following criteria:
  • Compliance with minimum requirements
  • Proven experience with references from three reputable International Non Profit organizations as recent as 2022 to date
  • Technical ability to provide medical insurance services with List of hospitals, clinics, and pharmacies Coverage - Locally-Countrywide in partnership with the insurance service provider.
  • Financial proposal with cost details of benefits, limits, cover limits and premium per family size, Example: Staff member , Staff member +1, Staff member +2, etc. It is recommended to provide the offers with indicating different options like 100% coverage Versus Copay required.
  • Spark Microgrants reserves the right to accept or reject any proposal received without assigning any reason. The decision of Spark Microgrants will be final and binding.

procurement@sparkmicrogrants.org on 09th February 2024 at 12h00 AM Rwandan Time. No proposals will be received/entertained after the closing date and time.

Enquiries regarding RFP should be addressed in writing to the above email, 2 days prior to the deadline of submission of bids.
