The Government of Rwanda in collaboration with Spark Microgrants is pleased to announce the initiation of a project aimed at developing a comprehensive national participatory Village Planning framework. As part of this endeavor, we are seeking qualified and experienced consultants/companies to express their interest in providing their expertise and services for this project.
- Background:
Village planning plays a crucial role in the sustainable development and growth of rural communities. It involves engaging local stakeholders, including community members, government agencies, and non-governmental organizations, in the decision-making processes that shape their villages' future. By encouraging active participation, village planning ensures that development initiatives align with local needs, aspirations, and available resources.
- Objective:
The primary objective of this project is to develop a national participatory Village Planning framework that can be adopted and implemented across the country. The framework should facilitate the following:
- Encourage active community participation and consultation in village planning processes.
- Promote inclusivity by engaging diverse stakeholders, including marginalized groups and vulnerable populations.
- Facilitate the identification of community priorities, needs, and aspirations.
- Enable the integration of environmental sustainability and climate resilience in village development plans.
- Provide guidelines and methodologies for effective implementation, monitoring, and evaluation of village plans.
- Foster collaboration and coordination among relevant government agencies, NGOs, and community-based organizations.
- Scope of Work:
The selected consultant/company will be responsible for the following tasks:
- Conduct a comprehensive review of existing village planning frameworks and best practices, both nationally and internationally.
- Conduct a comprehensive review of existing policies, strategies, and best practices related to participatory village planning, both nationally and internationally.
- Assess the current institutional and governance structures in place for village planning and identify any gaps or areas for improvement.
- Engage in consultations with relevant stakeholders, including government representatives, community leaders, and civil society organizations.
- Identify and recommend appropriate tools, methodologies, and indicators for needs assessment, vision setting, goal formulation, action planning, and monitoring and evaluation within the framework.
- Collaborate with government officials, community representatives, and technical experts to finalize the framework document, incorporating their inputs and feedback.
- Develop training materials and conduct capacity-building sessions for government officials, community leaders, and other stakeholders on the implementation of the framework.
- Develop a participatory Village Planning framework that aligns with the unique needs and context of our country.
- Deliver training workshops and capacity-building sessions for key stakeholders involved in village planning processes.
- Support the piloting and rollout of the framework in selected villages, providing technical guidance, monitoring progress, and identifying any challenges or opportunities for improvement.
- Prepare regular progress reports, including key findings, recommendations, and lessons learned, to be submitted to the relevant government authorities and stakeholders.
- Develop a Participatory Village Planning Communication strategy
- Expression of Interest/Profile: Interested consultants/companies are invited to submit an Expression of Interest (EOI) that includes the following information:
- Company profile, including relevant experience in village planning, community engagement, and participatory development approaches.
- Demonstrated expertise in designing and implementing similar projects in the past.
- Description of the proposed approach, methodology, and work plan for developing the national participatory Village Planning framework.
- Key personnel who would be assigned to the project, along with their qualifications and experience.
- A list of references from previous clients for similar projects. Any additional relevant information that showcases your capabilities and distinguishes your proposal.

- Evaluation and Selection of submitted profiles:
The evaluation of the profiles will be based on the following criteria:
- Demonstrated experience and qualifications in village planning and participatory development within Rwanda
- Technical approach and methodology proposed for developing the Village Planning framework.
- Previous experience in working with diverse stakeholders and facilitating participatory processes.
- Proposed work plan and timeline for completing the project.
- Availability and qualifications of key personnel.
- References from previous clients.
