Procurement Approach: Individual consultant

  1. Background:

The Government of Rwanda, represented by the Ministry of Infrastructure (MININFRA), in collaboration with the Development Bank of Rwanda (BRD) and Energy Development Corporation Limited (EDCL), is implementing the Renewable Energy Fund (REF) project financed by Strategic Climate Fund-Scaling-up Renewable Energy Program (SCF-SREP) of the World Bank. The Project Development Objective (PDO) is to increase electricity access in Rwanda through off-grid technologies and facilitate private sector participation in renewable off-grid electrification.

  1. Objective of the assignment:

The main objective of the consultant is to prepare the borrowers’ ICR for REF. They will draw upon inputs and analysis under the supervision of the BRD team and participate in consultation meetings with the World Bank team on the draft findings.

  1. Scope of Work

Under the direct supervision of BRD, the consultant will undertake the following tasks:

  1. Prepare a workplan for the ICR setting out the methodology for its preparation and timeline.
  2. Assess the context, rationale, and relevance of the objectives, design, and implementation arrangements of REF during preparation and at completion.
  3. Assess REF’s outcome against the agreed objectives.
  4. Assess key factors and events pertaining to the World Bank and BRD and the external environment during preparation and implementation, that affected performance and outcomes.
  5. Evaluate BRD’s own performance during the preparation and implementation of REF with special emphasis on lessons learned that may be helpful in the future.
  6. Evaluate the performance of the World Bank during the preparation and implementation of the project, with special emphasis on lessons learned.
  7. Describe any proposed arrangements for future operation.

The consultant would also be required to:

  1. Coordinate responses to the World Bank’s request for information for the preparation of the ICR.
  2. Participate in ICR discussions with the World Bank.
  3. Provide comments on the World Bank’s draft ICR.
  1. Requirements for consultants

The consultant must meet the following criteria:

  • Hold a bachelor's degree in finance, renewable energy, electrical engineering, economics, or a related field. A master's or Ph.D. will be an added advantage.
  • Have at least 10 years of relevant experience in renewable energy project implementation, consulting and management.
  • Be fluent in written and spoken English. Knowledge of Kinyarwanda is preferred.
  • Experience in similar assignments or involvement in energy financing. The candidate should provide completion certificates of past assignments upon request (At least two similar assignments).
  • Good experience in external financed project assessments (Impact evaluations), preferably with World Bank or multilateral donor assessments is an advantage.
  • Experience working on impact / program evaluation studies or M&E studies.
  • Demonstrated experience working with energy private developers, local financial institutions, government, and donor organizations having portfolio in off-grid energy sector.
  • Experience working in sub-Saharan Africa will be an added advantage
  • Fill, signed and submission of application form for establishing business relationship with political exposed person (PEP form with all information requested)
  • Provide separate financial proposal well protected with password.

3. Level of Experience

3.1. Curriculum vitae & references with particular emphasis on strength of experience in energy, statistics and econometrics and previous experience in impact evaluation; with very good quality of reporting writing.

3.2. Record of satisfactory and timely delivery of similar assignments (References will be required)

Interested consultants must provide information indicating that they are qualified to perform the services (CV, copy of documents evidencing appropriate qualifications and skills, experience and competence related to the task, description of similar tasks performed, references, etc).   1. Submission of EoI

The expression of interest and financial proposal well protected with password must be submitted to the following address: procurement@brd.rw and a copy to the brd@brd.rw not later than, Wednesday, 14/08/2024 at 5:00pm Kigali time (GMT +2).

  1. Selection process

Candidates will be selected using the selection based on Individual Selection method. Shortlisted candidates will be assessed through experience and qualifications. The successful individual consultant will be the ones who meet the requirement and shall be invited for the contract negotiation.

  1. Duration of the assignment

The duration of this consultancy service is three (3) months from the date of contract signing.
