Access to Finance Rwanda (AFR) is a Rwandan not for profit company established in 2010 to promote financial inclusion and financial sector development. AFR is currently funded by Sweden, Jersey Overseas Aid, and the MasterCard Foundation.

Access to Finance Rwanda is part of the broader Financial Sector Deepening (FSD) in Africa that seeks to create a transformative impact on the ending of poverty by supporting efforts to improve financial inclusion and financial sector development through helping financial institutions and markets drive a more inclusive and sustainable economic growth.

AFR supports the removal of systemic barriers that hinder access to financial services by low-income people, particularly the rural poor, women, youth and MSMEs. AFR supports the development and provision of financial services including savings, credit, insurance, investment, payments, and remittances.

AFR is guided by the Market System Development (MSD) approach recognizing that efforts to increase financial inclusion and financial sector development must be market-led, profitable and sustainable.

Access to Finance Rwanda is in the process of relocating from its current office premises and is therefore in the process of identifying a new premise for its offices in Kigali. The new offices will require the services of a company specialized in office partitioning and office fixtures and fittings.

Annex 01 are indicative and general specifications for the new office space. This is NOT request for quotations but a request for expression of interest to help AFR identify potential companies on the market for the assignment.

The deadline for expression of interest is Friday 30th, 2023 at 13:00 Rwandan Time. Expressions of Interest must be submitted electronically to: procurement02@afr.rw. PDF format and as attachments to the email.

The subject in the email should read “Expression of interest for office partitioning for AFR”

Expressions of interest will be evaluated based on the criteria below:

  • Certificate of Incorporation or Trading license /Certificate of Registration.
  • Evidence of statutory compliance such as a valid tax clearance certificate
  • Company profile.
  • At least 3 references of similar works, name of client and contact details.
  • Description of Size of offices partitioned in the recent past and number of staff for each office.
  • Description and pictures of 3 of completed works in Kigali must be provided.
  • Duration of works and description of materials used.
  • Comment on level of customers satisfaction. 

"Successful firms will be provided with additional information and invited to place bids for the assignment."

Right to Reject: AFR reserves the right, at its sole discretion, to reject all EOI received and seek fresh process, to defer or to cancel the process and make no invitations for proposals/quotations, if appropriate.
