Dear Applicant, 

The Feed the Future Rwanda Hinga Wunguke Activity is releasing a Request for Application (RFA) to identify Co-Investment Fund (CIF) partnerships that will result in partnership awards to support its activities related to improving access to finance in the agriculture sector. CIF partnership activities will apply a market systems development (MSD) approach and be demand-driven, competitive, and performance-based. Hinga Wunguke is seeking applications from digital financial services providers, including but not limited to fintech companies, Mobile Network Operators, financial institutions, technology companies, non-banking financial institutions and others. Instructions for completing the application can be found below. 

This RFA is designed to identify partners interested in co-investing with Hinga Wunguke to increase farmers and agribusinesses’ access to finance and other financial services through digital channels. CIF partnership interventions are intended to sustainably improve accessibility and affordability of a variety of products, applications, processes and business models that will help to address the unique challenge of limited or non-access to credit and other financial services to farmers by developing user-friendly digital financial solutions that are accessible through their mobile devices. Hinga Wunguke invites applicants to submit applications for co-investing in digital financial solutions that will contribute to achieving the objective of facilitating access to finance for farmers and agribusinesses, with deliberate consideration of women, youth, and persons with disability (PWDs).

Hinga Wunguke co-investments and partnership awards are anticipated to range from 50,000,000FRW to 200,000,000FRW. The period of performance is anticipated to be for up to one year from the date of signing the award. The partnership will be awarded and implemented in accordance with the USAID and US Government regulations on grants and CNFA internal grants management policies. Grants administered under Hinga Wunguke will adhere to the terms of the applicable USAID Standard and Required as Applicable Provisions, as well as Hinga Wunguke grants procedures. Hinga Wunguke is required to ensure that all applicants receiving USAID grant funds comply with the requirements found in these regulations, as applicable to the respective terms and conditions of individual awards. Under the grants program, CNFA retains the right, at all times, to terminate, in whole or in part, any grant-making authorities or any grants in progress.
