Statement of Work

Indicate a description of the activity/service that is expected from the supplier. Provide product specifications or service expectations (both if applicable). Include deliverables, timelines, and any special terms and conditions.

Description of Activity/Service:

Kungahara Wagura Amasoko has signed a partnership agreement with Rwanda Youth in Agribusiness Forum (RYAF), a national-wide forum established to promote youth employment and entrepreneurship in agribusiness. Through this partnership, Kungahara Wagura Amasoko supported RYAF to conduct its Organizational Capacity Assessment (OCA) using the customized OCA tool to identify and prioritize RYAF’s capacity strengthening needs to inform the project support. This customized OCA informed the development of the RYAF’s capacity improvement plan which highlights the need to review its long-term strategic plan developed in 2021 among other interventions to strengthen RYAF’s coordination system so that the forum can be positioned as a Rwanda’s leading youth organization in high-value agriculture export businesses. 

RYAF’s request for the project to support the review of its strategic plan is for updating data reference, redefine indicators with realistic target, and develop an articulated communication plan into the strategic plan.

Product or Service Expectations (both if applicable):

The purpose of this assignment is to review the current RYAF’s draft strategic plan (2021-2026) to reflect the current Rwanda’s development context, insights and orientation from the newly elected RYAF’s Board of Directors as well as elements informed by the customized RYAF’s OCA-improvement plan. Specifically, the consultant’s assignment will focus on the following activities:

  • Engage RYAF’s Board of Directors and leadership to get their insights and orientation for the RYAF’s organization and incorporate these insights into the reviewed strategic plan.
  • Develop a stakeholder engagement and implementation section to provide clarity on roles different stakeholders are playing within the Forum.
  • Include a resource mobilization and communications plan  
  • Include the advocacy strategic plan using existing Rural Youth Alliance approach
  • Elaborate clear interventions and delivery mechanism with interventions matrix, and priorities ranking going forward
  • Include the capacity building plan for RYAF members and staff
  • Reshape the indicators, timelines, and strategic period (redefinition to reflect the current situation and M&E framework with SMART indicators and tools for M&E). All indicator needs to be outputs-based and clearly aligned to outcomes/objectives
  • Facilitate the validation of the reviewed RYAF strategic plan

MINIMUM QUALIFICATIONS

The individual consultant must meet the following minimum qualifications and experience:

  • Master’s degree in economics, business administration, agribusiness, agricultural economics, development economics, development studies, or similar fields, with 6 years of experience; or, Bachelor’s degree in the same fields with 8 years of experience
  • Proven experience in strategic planning, demonstrable strategic thinking abilities and analytical mind with problem-solving aptitude
  • Demonstrated knowledge of Rwanda’s PSF setting, organization, and stakeholders
  • Demonstrated ability to develop strategic plan and clear knowledge of planning process for both private and public sector
  • Demonstrated understanding of youth inclusion and gender mainstreaming approaches in the agribusinesses sector
  • Proven track record conducting similar assignments and ability to work well in a team and with minimum supervision
  • Rwandan citizen
  • Oral and written fluency in both English and Kinyarwanda.
  • Knowledge of French is an asset.

EVALUATION CRITERIA

  • Technical Capacity and Expertise (70%): Items/Services shall satisfy or exceed the specifications described in RFQ/RFP Attachment A
  • Cost (30%): Reasonableness of the proposed cost.
