International Alert is a peace building organization that works with people directly affected by conflict to build lasting peace. It focuses on solving the root causes of conflict with people from across divides and we bring people together to build peace from the grassroots to the policy level. This is done through empowerment of local civil society organizations, research, advocacy, capacity building, inclusive dialogue, political and citizen participation.
Currently, International Alert is implementing the project entitled "Mupaka Shamba Letu" (MSL) from January 2019 to December 2022 with funding from the Embassy of Sweden in Kinshasa, Swiss Development Cooperation, and the Embassy of Sweden in Kigali. Under MSL, International Alert Rwanda is organizing a 2 days (from 24-25 November 2022) mini conference labeled "Business for Peace Forum". This forum will bring together about 85 people from government and the business community from Rwanda, especially those practicing cross-border trade in project area.
The participants will be the representatives of the federation of private sector (PSF), the small and medium-sized enterprises (SMEs) leaders who had been trained by the project, Local Government leaders, and selected small scale cross border traders.
To better reassure that the event is well communicated, International Alert is looking for an individual consultant/ consultant company to cover the communication role/activities during the event.

The purpose of this assignment is to cover video, photos, handle social media for International Alert and media coverage and social media boost by media houses during the two days of the event.
Role of the consultant/deliverables
The consultant will perform the following tasks:
Section 1: Photography and videography
• Cover through photography and videography all two days of event and produce 3 short videos (1 video of maximum two minutes covering key activities done on day one, 1 video of maximum two minutes covering key activities done on day 2 and 1 one video of maximum 12 minutes covering key activities for 2 days of the). These videos, as described above, will be narrated in Kinyarwanda, have a background animation and subtitles professionally translated into French
• Share with IA a folder of at least 80 professional photos covering key activities done during events (For all two days)
Section 2: Handle social media for international alert• The consultant will handle social media for International Alert particularly twitter handle during event by twitting (Live twitting/happening now) the event (using photos, short videos, key messages).
• Engage at least 3 social media influencers to push the conversation from the event (IA will work with the selected consultant to confirm the social media influencers)
• Upload the video produced on Day 1 and 2 (Refer to Section 1) on International Alert’s twitter handle right after the forum sessions.
Section 3: Media coverage and social media boost by media stations• The consultant will engage at different media houses including online newspapers (4), radio (2), and TVs (2) to cover the event and to push the conversation from the event on their social media handles.
Interested bidders should submit their bids together with the following documents:
• Company registration certificate.
• Tax clearance certificate from RRA.
• VAT certificate.
• RSSB Clearance
• References of similar tenders in nature and value executed (The bidders should attach 3 certificates of completion of previous tenders. If the certificates are from individuals or private companies, they should be accompanied by their respective contracts.)
• Technical proposed approach to carry out this assignment
• Financial proposal.
Criteria of selectionThe selection will mainly be based on the following elements:
• Understanding of the terms of reference.
• The relevance of the proposed approach to carry out this assignment.
• Qualification and experience of the applicant (A university degree in communication or any other relevant discipline for the team leader)
• Relevant experience in producing videos, covering events and handling social media handles.
• Proven understanding peacebuilding and conflict transformation concepts.
• Fluent in Kinyarwanda and English.
Ethical PrinciplesThe consultant is required to respect the following Ethical Principles:
• Comprehensive and systematic inquiry: Consultant should make the most of the existing information and full range of stakeholders available to ensure quality production.
• Competence: Consultant should possess the abilities and skills and experience appropriate to undertake the tasks proposed and should practice within the limits of his or her professional training and competence. He/she will provide evidence of competences by providing short videos and or and other evidence that qualifies him/her to undertake the roles.
• Honesty and integrity: Consultant should be transparent with the contractor/constituent about: any conflict of interest, any change made in the negotiated project plan and the reasons why those changes were made, any risk that certain procedures or activities produce misleading review information.
• Respect for people: Consultant respect the security, dignity and self-worth of project beneficiaries and other participants. Consultant has the responsibility to be sensitive to and respect differences amongst participants in culture, religion, gender, disability, age and ethnicity.
• In addition, the consultant will respect International Alert’s material production standards to be found in Alert’s guideline that can be availed upon request.
