I. About Rub
Rwanda Union of the Blind (RUB) is a local non-governmental organization legally operating in Rwanda since 1995 to work towards the improvement of the living conditions of persons with visual impairment in Rwanda. It represents an estimated number of 3000 members in Rwanda who are blind and partially sighted and these members are grouped into 64 branches which are located across the country. The organizational activities and interventions aim at improving the living conditions of persons with visual impairment trough advocacy, promoting the education of children with visual impairment, capacity development of members, and rehabilitation program/service. To achieve its mission of improving the living conditions of persons with visual impairment in Rwanda, RUB assists its members to come out of isolation and improve their economic status by setting up various programs including rehabilitation, capacity development, and advocacy. RUB promotes the rights of people with vision disabilities through advocacy assistance, education, and outreach work to build the Rwandan society awareness and support for inclusion.

II.Description And Scope Of Goods And Services Required
RUB have secured local subsidy from the Rights Based Program/GIZ to implement the project entitled “We for us’’. In supporting the implementation of this project, RUB is committed to provide mobile phones for 8 RUB board, 28 sub-committee members, and representatives of 64 local branches located in 30 districts to enable them to access the RUB toll-free line, attend virtual meetings, communicate with the rest of the branch members and other relevant authorities. Therefore, RUB would like to request for quotations/ financial bids for the supply of 100 Mobile phones from a competent company to supply the mentioned number of phones to RUB.
The successful bidder should have the capacity to deliver the smart mobile phones with the required technical specifications detailed as follows:

III.Evaluation Of Quotations
The suppliers who wish to compete on this bid should possess the following documents:
• Company profile indicating the experience in the domain
• Be a registered as an official company in Rwanda and in possession of full registration document and TIN number
• Have the valid tax clearance certificate and possess EBM to provide official receipts
• Be able to supply or provide requested goods and services required on time
• Have the commitment to submit the most economically advantageous which includes the reasonable price, delivery time, and good quality
• Ability to supply all goods and services in the proposed methodology
• Have experience in doing similar work (at least 2 references/proofs to be attached to the bid)

IV.Content And How To Submit Quotations
The quotations should be in English or Kinyarwanda languages and must clearly show the items, unit price, total price, and should indicate the all supplier’s detailed addresses.
Interested suppliers should send their signed proposals marked ‘’bids for supply of mobile phones’’ The interested companies are encouraged to submit their hard copies of quotations/bids documents to RUB office not later than Friday 6th May 2022, 4 pm.
The financial bids should be tax inclusive and quoted in Rwandan Francs (RWF). Experience and Value for Money (VFM) will be key considerations in evaluating bids submitted. Only qualified supplier resident in Rwanda will be considered.
Only hard copies will be accepted and both successful bidder and unsuccessful ones will receive feedback on their applications not later than 5 days after submission deadline.

In case further clarifications might be needed during the period of the bid analysis; RUB may require this in writing to tenderers and responses might be in same channel of communication. No unsolicited communications from tenderers will be accepted before or during the evaluation period and any queries relating to this request for tender should be directed to rubura1994@gmail.com.
