I. About RubRwanda Union of the Blind (RUB) is a local non-governmental organization legally operating in Rwanda since 1995 to work towards the improvement of the living conditions of persons with visual impairment in Rwanda. It represents an estimated number of 3000 members in Rwanda who are blind and partially sighted and these members are grouped into 64 branches which are located across the country. The organizational activities and interventions aimed at improving the living conditions of persons with visual impairment trough advocacy, promoting the education of children with visual impairment, capacity development of members, and rehabilitation program/service.

ii.Description And Scope Of Goods And Services RequiredRUB has secured local subsidy from the Rights Based Program/GIZ to implement the project entitled “We for us’’. In supporting the implementation of this project, RUB is committed to enhance its rehabilitation program which is being implemented at Masaka Recource Center for the Blind(MRCB) by capacitating and strengthening the MRCB rehabilitation training program with technological assistive devices to support trainees in getting exposure to the assistive technology.
Therefore, RUB would like to request for quotations/ financial bids from a competent company for the supply of the following items:

iii.Evaluation Of QuotationsThe suppliers who wish to compete on this bid should possess the following documents:
• Company profile indicating the experience in the domain
• Be a registered as an official company in Rwanda and in possession of full registration document and TIN number
• Have the valid tax clearance certificate and possess EBM to provide official receipts
• Be able to supply or provide requested goods and services required on time
• Have the commitment to submit the most economically advantageous which includes the reasonable price, delivery time, and good quality
• Ability to supply all goods and services in the proposed methodology
• Have experience in supply of electronic devices preferably assistive technology for persons with visual impairment
Iv.Content And How To Submit QuotationsThe quotations should be in English or Kinyarwanda languages and must clearly show the items, unit price, total price, and should indicate the full detailed addresses of the supplier.
Interested suppliers should send their signed proposals marked ‘bids for supply of technological assistive devices’. Interested companies are encouraged to submit their hard copies of quotations/bids documents to RUB office not later than Friday 6th May,2022, 4 pm.
The financial bids should be tax inclusive and quoted in Rwandan Francs (RWF). Experience and Value for Money (VFM) will be key considerations in evaluating bids submitted.
Only hard copies will be accepted and all applicants will receive feedback on their applications not later than 5 days after submission deadline.
Submission ProcedureIn case further clarifications might be needed during the period of the bid analysis; RUB may require this in writing to tenderers and responses might be in same channel of communication. No unsolicited communications from tenderers will be accepted before or during the evaluation period and any queries relating to this request for tender should be directed to
