1. General Overview
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union, and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate and Energy, Digitalization, Extractive Governance, and Peace and Security in the Great Lakes Region.
Description of assignment:The Cluster on Digitalization & Digital Economy, as well as the Cluster on Mineral Governance, Peace, and Security in the Great Lakes Region, are planning to construct a joint office on the 3rd floor of the Career Canter. The space has an area of 380 sqm. Currently, the office space is an open space with separate toilets. Architectural plans on how to refurbish the open space have been drawn up. The open space shall be separated by partitions into various smaller spaces/offices. There will be various separated offices of different sizes for different amounts of persons sharing these offices. Also, there will be a kitchenette incl. a lounge area, three public office spaces for flexible use as well as a terrace with lounge space. The materials to be used for those partitions vary from soundproof gypsum partitions to glazed partitions with aluminum frames to baked brick exposed masonry sometimes with windows or glass partitions. Furthermore, a small kitchenette shall be installed in a designated area.

Small entrance area:The entrance area of the shared office will be accessible mainly for staff located in the office but also for different people visiting the office. This area will have a small entrance area including one some plants and a wooden partition to the lunch space area.
• A 2.30 m length wooden rafter shall separate the entrance area from the lunch space leaving a 1.50 m opening
• A digital access management system shall be installed on the two-winged glass door in the entrance area and the hallway
• The entrance area shall be re-painted. The colors to be used in this space shall be agreed upon between the contractor and GIZ
Lunch space:• An artisanal brick wall up to the ceiling shall separate the lunch space from Office 1 and the corridor
• In this artisanal brick wall, a one-winged glass door shall be installed between the lunch space area and Office 1
• In this artisanal brick wall several small windows of 40x180 cm in size to the corridor facing the public office spaces/phone booths shall be installed as well as a big window of 180x180 cm in size to the corridor facing Office 4/5
• A sink shall be installed in the lunch space.
• Water supply as well as wastewater drainage from the sink shall be installed and connected to the existing plumbing network. The connection for the drainage shall be made under the slab and above the false ceiling of the 2nd
• The lunch space shall be re-painted. The colors to be used in this space shall be agreed upon between the contractor and GIZ
Office 1:• Office 1 shall be separated by a glazed partition with an aluminum frame up to the ceiling from the lunch space
• In this artisanal brick wall, a one-winged glass door shall be installed

Store 1• store 1 should be separated from the toilet area by a gypsum partition up to the ceiling. The base of the gypsum partition shall be protected with skirting tiles.
Office 2:• Office 2 shall be separated by a soundproof gypsum partition up to the ceiling from Office 3
• Office 2 shall be separated by a soundproof gypsum partition up to the ceiling from the corridor
• In this soundproof gypsum partition, a one-winged glass door shall be installed
• Office 2 cluster shall be re-painted. The colors to be used in this space shall be agreed upon between the contractor and GIZ
Office 3:• Office 3 shall be separated from Office 4 by a soundproof gypsum partition up to the slab.
• Office 3 shall be separated from the hallway by a soundproof gypsum partition up to the slab including a one-winged glass door.
• Office 3 shall be re-painted. The colors to be used in this space shall be agreed upon between the contractor and GIZ
Office 4:• Office 4 shall be separated from Office Office 5 by a soundproof gypsum partition up to the slab.
• Office 4 shall be separated from the hallway by a glazed partition with an aluminum frame up to the ceiling including a one-winged glass door.

Office 5: • Office 5 shall be separated from Office 6 by a soundproof gypsum partition up to the slab.

Other tasks:• After an audit of the existing electrical installation the contractor shall provide and install additional plugs connected to existing plugs or the electrical board.
• Existing ceiling lights shall be moved so that they fit to the office layout.
• Existing ceiling air conditioning shall be moved so that they fit to the office layout.
• Smoke detectors shall be moved so that they fit to the office layout.
Note:
• The floor tiles of the various spaces will have to be protected during the entire duration of the works. In case of any damage, the contractor will have to replace the floor tiles.
• The contractor is required to check the Bill of Quantities (BoQ) before bidding. If he/she notices any discrepancies with the works to be implemented and/or with the quantities reported in the BoQ, he must indicate this in his offer. Once the bid is submitted, the scope of work and the quantities are considered accepted by the contractor, who cannot contest them or ask for any revision of the quantities during the implementation of the works.
• The contractor will be expected to fill in the costs of each of the items listed in the excel sheet (Bill of Quantities) with clear specifications for each product provided by GIZ upon request and submit it alongside his/her offer.
• The artwork showing the changes that will be implemented by the contractor will be shared with the contractor upon request.
B. Process descriptionThe contractor is required to describe the key processes for the services for which he/she is responsible and create a schedule that describes how the services are to be provided. In particular, the contractor is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors. The contractor is required to draw up a personnel assignment plan that includes information on assignment dates (duration and expert days) and locations of his assignment.
C. Contractor qualifications and requested information
The contractor is required to provide references of similar works showing its capacities to complete the planned project with the required finishing quality.
The specified qualification and information below represent the requirements to reach the maximum number of points.
Qualifications:• Only companies can apply no individual application accepted
• Good business language skills in English, French and Kinyarwanda.
• 5 years of technical experience in a similar area of work in Rwanda with proof
• At least 5 references with proof of similar works
• The contractor should be willing to allocate at least 5 staff/ from his/her company to fully work on this project. C.Vs of these 5 staff/ should also be attached to the technical offer that will be submitted to GIZ
