Project description
The Ministry in charge of Education (MINEDUC) and AFD signed a Grant Financing Agreement (GFA) in June 30th, 2020. RP is designated as final beneficiary of the GFA, and is in charge of the implementation of the components 1 and 2 of the project. RTB, established in October 2020, is involved at technical level in all activities related to TVET schools.
The Project supports the training and professional integration of young people in Rulindo district targeting IPRC Tumba and 4 TVET Schools (APEKI, Bushoki, Kinihira, and Buyoga TVET Schools). The inception phase of the project started in August 2020 and ended in March 2021. The implementation phase of the project started in April 2021 and will last until December 2024
Expertise France (EF), the French technical cooperation public agency, has been appointed by AFD to provide technical assistance to support all the stakeholders in the implementation of the Project.

The Project consists of 3 components:
Component 1: Reinforcement of the training offer in IPRC Tumba and TVET around the IPRC:
• Output 1.1: Creation of a new teaching department dedicated to Mechatronics within IPRC Tumba
• Output 1.2: Creation of a language laboratory within IPRC Tumba
• Output 1.3: Strengthening the quality of vocational training provided in the 4 TVET schools and increasing the number of pupils
• Output 1.4: Development of short courses for companies in IPRC Tumba

Component 2: Reinforcement and development of mechanisms to foster professional integration and entrepreneurship in the district
• Output 2.1: Reinforce employment opportunities for TVET students
• Output 2.2: Support for facilitating innovation and entrepreneurship in the district

Component 3: Technical assistance to the project management and support to the various actors involved in the territorial scheme
• Output 3.1: Support all stakeholders in the implementation of components 1 and 2
• Output 3.2: Support RP and RTB in the management of the project
• Output 3.3: Support RP and RTB in monitoring and evaluation of the project
• Output 3.4: Support RP and RTB in ensuring good visibility and communication of the Project
• The planned training session will contribute to the following output of the project:
• Output 1.1: Creation of a new teaching department dedicated to Mechatronics within IPRC Tumba
• Activity 1.1.1. Build, rehabilitate, equip, furnish and connect TVET school’s facilities
• Output 1.3: Strengthening the quality of vocational training provided in the 4 TVET schools and increasing the number of pupils
• Activity 1.3.1. Reinforce the quality of training provision in the 4 TVET Schools.

Objectives of the mission
The objective of this training session is to equip the designated team of Rwanda polytechnic, Rwanda TVET Board, IPRC Tumba, and TVET schools in charge of following the construction/rehabilitation works with required competencies to manage and monitor the construction and supervision works.

At the end of the training session, participants shall be familiar with:
• Review submitted construction documents of the project (Architectural layouts, Structural data, MEP data, Building security, Telecommunication data, Firefighting system, Bill of quantity, and technical specifications)
• Use principles and tools for construction project management
• Introduce particulars of contract management
• Prepare and evaluate technical specifications for quality assurance of building material
• Check Occupational health and safety measures at construction sites
• Review the RHA’s Minimum Green Building Compliance
• Review recommendations from ESIAs/ESMPs developed for the construction projects

Deliverables of the mission
Expertise France is supporting Rwanda Polytechnic and Rwanda TVET Board in the project implementation. In this frame, Expertise France will recruit a short-term national expert from the industry to conduct this training.
The short-term national expert to conduct this training session will work under the supervision of the Vocational training and Capacity building expert at Expertise France.

She/he will deliver the following for this training session:
• Prepare the training program using the Project’s template and send it for validation to the Vocational training and Capacity building expert
• Prepare all the material and necessary handouts to be used in the training and send it for validation to the Vocational training and Capacity building expert
• Develop the evaluation sheet in line with the guidance of the project Monitoring & Evaluation Expert
• Conduct a daily management of the training including daily attendance list
• Conduct a pre-test the 1st day of training
• Deliver the training session
• Conduct a post-test the last day of the training session
• Provide written report using the Project’s template and send it for validation to the Vocational training and Capacity building expert

Requested profile
Expertise France is recruiting a short-term national expert to conduct a training sessions in construction management and monitoring. The expert should possess the following:
• At least a bachelor degree in Civil engineering, specialised in construction
• Registered under the institution of Engineers Rwanda (IER) with a valid certificate
• Having a minimum of 8 years experience in construction and supervision of building
• Having executed construction works of at least 6 complex projects for commercial/education building
• Having supervised at least 3 complex building construction
• Experience in training/mentoring
• Proficiency in English – written and speaking

Calendar
The assignment includes 7 working days under which 2 working days are reserved for the preparation of the training and reporting and 5 working days for training session.
The assignment will start on 06th December 2021 and last until 10th December 2021 following the above presented breakdown:
