Objective
What is the purpose of this activity? To deliver interpretation and translation services to the project team in Gashora ETM as a strategy to enhance two-way communication between HI psychologists and the beneficiaries in need of psychosocial support services.
Method
How will this activity be implemented? Handicap International Federation (HI) Rwanda which operates under the name Humanity & Inclusion is an independent and impartial International Organization that was founded in 1982 and operates in Rwanda since 1994. It envisages a Rwandese society that is inclusive, supportive and respectful of the rights of vulnerable people and especially persons with disabilities. Working alongside persons with disabilities and other vulnerable people, it commits itself to meet their essential needs, improving their living condition and promoting respect for their dignity and their fundamental rights. It does so by supporting the policies and initiatives of public authorities and civil society to advance the rights of vulnerable people, particularly persons with disabilities across Rwanda.
In partnership with UNHCR and the ministry in charge of emergency management, HI launched its operations in Gashora ETM in 2019, responding to the psychosocial needs of people living in this camp and the surrounding host community. This camp host people from various countries such as: Eritrean, Somali, Sudan, Ethiopian etc and the majority speak their local languages. It is against this background that HI Rwanda Programme wishes to hire a consulting firm that will deliver interpretation and translation services in Gashora ETM. The hired company will avail two competent and fulltime interpreters (preferably one male and one female) who are proficient in the following languages: Arabic, Somali, Amharic, Tigrigna and English
Tasks to be completed by interpreters
• Interpret oral conversation and discussions from Somali, Tigrigna, Arabic and Amharic to English and vice versa;
• Interpret queries from the beneficiaries and other stakeholders related to HI responsibilities and area of intervention;
• Interpretation of speeches that will be delivered to the community in various events organized by HI such as: community sensitization campaigns, world refugee day, IDPD, international mental health day etc.
• Translate documents from Somali, Amharic, Tigrigna and Arabic to English and vice versa.
• Provide synergetic support to UNHCR, MINEMA and other Humanitarian agencies when deemed necessary
Requirements
Interested companies should fulfill the following requirement:
• Should have a registered company from RDB
• Possess EBM machine and ready to deliver EBM invoices
• Having knowledge in Protection of refugees and more especially persons with specific needs
• Ready to start immediately after signing the contract
• TIN (Tax Identification Number) Certificate
• Bank details (Account name, account number and Bank name)
• Clearance certificates RRA and RSSB
• Clear and precise payment condition
• University Degree or diploma in Translation/Interpretation, Languages, Teaching or another related field;
• A proven experience of one year performing similar work from recognized institutions
• One year of working experience in a multi-cultural environment
• Fluency in English, Arabic, Somali, Amharic, Tigrigna;
• Good knowledge of humanitarian setting;
• Team work spirit;
• Demonstrate excellent planning and time management skills;
• Readiness to start immediately after signing the contract.
• Companies with International staff should present their valid working permits
Required bidding documents:
Interested applicants should submit the following documents:
• A motivation letter addressed to HI Country Manager.
• A certificate of registration issued by RDB
• Proof of payment of RRA taxes and the capacity to issue EBM invoice
• Curriculum vitae of the interpreters with a clear indication of their qualifications and experience. Please attach certified copies of their academic/professional certificates.
• Quotations with detailed budget proposal that is needed to avail two interpreters.
N.B:
HI pays attention to its Internal policies and in particular to the Policy on the fight against fraud and corruption, Policy on the protection of beneficiaries against sexual exploitation, abuse and harassment, the Policy on the child protection and the Gender Age and Disability Policy. As a committed organization, it is essential for it to be able to evaluate its candidates on these subjects of human protection!

Interested companies should submit their application letter with technical and financial offers, academic certificates, CV of the interpreters, addressed to the country Manager of Handicap International Federation Rwanda programme via email address dao@rwanda.hi.org not later than 2nd April 2022 at 00:00. Please note, due to Covid-19 preventive measure, HI will not receive hard copies. Only soft copies of the required documents will be accepted with an indication of the subject “Interpreters for ETM Gashora”.
