1.1. Introduction

SOS Children’s Villages International is umbrella federation organization that provides support and guidance to SOS member associations in over 134 countries worldwide and SOS CVs Villages Rwanda is a member association of the federation has been working in Rwanda for last 43 years.

SOS Children’s Villages has been operating in Rwanda since 1979. SOS is a child rights focused organization which has been working to meet the needs and protect the interests and rights of children without parental care or those at risk of separation with their families. To be more effective it has enlarged its interventions and developed outreach programs aiming at preventing children from separation with their families through initiatives to promote stability of families. Current programmes include alternative childcare, family strengthening & community empowerment, youth empowerment, Sexual Reproductive Health and Rights (SRHR), mental health and psychosocial support and community-based child rehabilitation.
This Terms of Reference (ToRs) serves to scope the assessment to evaluate the effectiveness of rehabilitation interventions on children in street situation in Kigali City (Gasabo, Nyarugenge and Kicukiro Districts) and Huye District of Rwanda It also serves as a reference and initial document to consultants to prepare technical and financial proposals for the bid. Details regarding contents of proposals and submission procedures are explained herein.
This assessment seeks to analyze how previous and (existing) rehabilitation interventions

1.2. Main objective
The assessment will have the following specific objectives:
1. To Analyses major rehabilitation interventions on children in street situation in Gasabo, Nyarugenge, Kicukiro and Huye Districts/Cities.
2. To determine on the effectiveness of these interventions in rehabilitating and supporting children in street situation lead a successful independent living: how effective they have been in addressing the major challenges children in street situation face.
3. To analysis key factors for the success and failure of such rehabilitation interventions in Gasabo, Nyarugenge, Kicukiro and Huye Districts/Cities.
4. To analyze the magnitude of the problem in Gasabo, Nyarugenge, Kicukiro and Huye Districts/Cities.
5. To draw recommendations and lessons to rectify similar interventions, scale up [and downscale] of similar interventions in Rwanda and beyond (adaptive management approach)

1.3 Scope of work
• The assessment will be carried out in Gasabo, Nyarugenge, Kicukiro (Kigali City) and Huye District.
• The assessment will be conducted within four months from the date of contract signature.

Submission Of Proposals (Technical And Fiancial)
• Interested consultancy firms may obtain more details in terms of references (free of charge) by sending an e-mail to “sos.procurement@sos-rwanda.org” and copy to “sosbnc@sos-rwanda.org” requesting terms of references. Any request for clarification will so addressed to the same e-mail.
• Well written proposals (technical and financial) both in English, must be sent in separate files to “sos.procurement@sos-rwanda.org “with a copy to “sosbnc@sos-rwanda.org” not later than 20/05/2022 at 3pm, local hours. Late submitted proposals shall not be considered.
