1. Background

Spark Microgrants believes in a world where everyone lives with dignity and determines their own positive future. Decades of prescriptive aid have sidelined the poor from the very programs meant to uplift them. We believe in local solutions and catalyzing rural villages facing poverty into action.

At the heart of Spark’s model, the Facilitated Collective Action Process (FCAP), are ‘town-hall’ style weekly meetings, in which women, men, young, old, plan together for their community’s future. Each village elects a leadership committee, establishes a village savings account, and launches a project of their choice. Members receive training on financial management, transparency, leadership, village planning, and advocacy.

Spark trains partner organizations and works with governments to scale the FCAP as the model of choice to advance social and economic development, improve lives, and secure lasting change. Spark is now active in 500+ villages in 6 countries, improving the lives of over 560,000 people.

In Rwanda, Spark Microgrants, in collaboration with MINALOC and LODA, is implementing the FCAP in locations of Burera, Gakenke, Gicumbi, Nyamagabe and Huye districts.

Spark Microgrants invites qualified offerors to submit proposals to supply and deliver tablets and their power banks in support of Spark Microgrants Advancing Citizen Engagement project implementation.

• The Request for Quotes is not and shall not be considered an offer by Spark Microgrants.
• All responses must be received on or before the date and time indicated in the RFQ. All late responses will be rejected.
• All quotes will be considered binding offers. Prices quoted must be valid for the entire period provided by respondent.
• All procurement will be subject to Spark Microgrants contractual terms and conditions.
• Spark Microgrants reserves the right to accept or reject any quotation or cancel the procurement process at any time, without assigning any reason, and shall have no liability to any vendors submitting quotations for such rejection or cancellation of the procurement.
• Spark Microgrants reserves the right to accept all or part of the quotation when awarding the purchase order/contract.
• All information provided by Spark Microgrants in this RFQ is offered in good faith. Individual items are subject to change at any time and all bidders will be provided with notification of any changes. Spark Microgrants is not responsible or liable for any use of the information submitted by bidders or for any claims asserted therefrom.
• Spark Microgrants reserves the right to require any bidder to enter into a non-disclosure agreement.
• The bidders are solely obligated to pay for all costs, of any kind whatsoever, which may be incurred by them or any third parties, in connection with the Response.
• All Responses and supporting documentation shall become the property of Spark Microgrants, subject to claims of confidentiality in respect of the Response and supporting documentation, which have been clearly marked confidential by the bidder.
