2. Project background
The Rwanda Technical Assistance Facility (TAF) is a four-year FCDO-funded project and a component of the Strengthening Public Financial Management and Revenue Collection (SPARC) programme, which broadly aims to support the Government of Rwanda (GoR) on a range of priorities across the public sector reform agenda. The TAF aims to support the GoR through provision of short- and longer-term technical expertise to support institutional change and human capital development as critical parts of implementing Rwanda’s second generation of reforms focused on improved outcomes on service delivery, economic growth, and poverty reduction. The project will work with the FCDO and GoR to
(i) identify politically-savvy technical assistance opportunities and scope their chances of successful implementation;
(ii) manage and deliver high-quality technical assistance via short-term assignments or longer-term embedded advisory support, and
(iii) monitor delivery and evaluate the impact of the technical assistance.

3. Invitation To Rfp Objectives
General objectives
The general objective of this RFP is to find a potential bidder to perform office partitioning works. The potential bidder should have the experience and capacity to perform this work within the shortest period of time possible.
Note: The space to be partitioned is 118 square meters
The scope of the bid includes the architectural designs, materials’ specifications, and quantities & installation/construction of the office partitions works.
Compulsory site visit
A compulsory site visit is scheduled on Monday, the 7th February 2022 at 11 am at the office building address: Nyarutarama Cell, Remera Sector, Gasabo District, Kigali City, 3rd of MAG House, KG 220 st, House 05
After the site visit, proposals will be submitted electronically no later than 14th February 2022 at 12 PM
Rwanda TAF Project will reject offers from bidders who will not have participated in the site visit.
Submission of Proposals (Required)
The proposal in response to the RFP must be priced on a fixed price, including taxes, design work, bill of quantities of materials, delivery, transportation, and construction. Pricing must be presented in Rwf currency.
Submission of Bidder’s experience documents (Required)
Bidders submit, together with their proposal, the certificates of completion for similar works as proof of their relevant experience in executing office partition works.
As part of its response to this RFP, each bidder is expected to provide an estimate (in calendar days) of the delivery timeframe (after receipt of order) and this will be part of the bid evaluation criterion.
Payment and invoicing
Unless agreed otherwise, Rwanda TAF shall pay the agreed fee within 30 days after receiving an invoice following completion of the Services. All sums payable shall be inclusive of VAT and other duties and taxes and shall be payable in Rwanda currency.
Submission process
All bidders are expected to submit electronic copies of both technical and financial proposals to Info_RTAF@dai.com in separate folders zipped together each showing the nature of the offer concerned (technical or financial offer) not later than 14th February 2022 at 12:00 pm local time (Kigali)
Late bidding documents will be rejected.
