Background
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. GIZ has worked in Rwanda for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Decentralization and Good Governance, Economic Development and Employment Promotion, Energy, and ICT (Information and Communications Technology).
Energising Development (EnDev) Rwanda is piloting an innovative solar-powered cold storage technology at 4 pilot sites in Rwanda to reduce post-harvest losses. The project specifically targets market sellers in Rwanda by installing and demonstrating a Pay-As-You-Go cold storage solution together with a private sector partner, Izuba Energy. Cold storage has potential to reduce up to 50% food loss at market sites and thereby benefit local market sellers, wholesalers and farmers.

EnDev is contracting a consultant to undertake the service of increasing awareness at the market sites on post-harvest handling of horticultural crops to beneficiaries which will include market sellers, transporters and farmers. The consultant will conduct the following tasks:
• Develop a customized training module
• Develop a learning booklet for beneficiaries
• Lead awareness campaigns
• Provide training on-site to a minimum of 100 participants (at 4 sites)

Roles and Responsibilities
The consultant will work closely with EnDev and Izuba Energy in the design and scope of the work packages.
The consultant will be responsible for developing Services required that are structured in following scope of works, along the above-mentioned areas of work.
The company must ensure that the data handling meets GIZ standards based on the General Data Protection Regulation (GDPR) of the European Union. The information and required forms will be shared only with the company selected prior for completion and submission before the contract can be signed.
Scope of Work / Tasks to be performed by the consultant
Task 1: Elaboration of the consultancy concept and work plan
After an initial kick-off meeting, the consultant shall develop a detailed service concept and work plan. This includes the definition and fine-tuning of the detailed scope, methodology and structure.
Output:
The contractor shall provide a detailed concept and work plan (at least 2 pages).


Task 2: development of customized training module
The consultant will develop a customized training module targeted at market sellers, transporters and farmers including (but not limited to) post-harvest handling best practice, appropriate packing and transport, the benefits of cold storage including temperature and humidity control in extending shelf life of crops, proper transport and food safety.
Output:
The consultant will develop a training module (written) to build capacities and knowledge on how to protect the quality of the produce.

Task 3: Develop a booklet for beneficiaries' trainings
The consultant shall develop a learning booklet on cold storage and post-harvest best practice for horticulture that can be used by beneficiaries to improve post-harvest handling of crops.
Output:
The consultant will develop a booklet and revise it in close collaboration with GIZ and Izuba energy Ltd. In both English and Kinyarwanda.
Task 4: Lead awareness campaign about benefits of cold storage
The consultant shall organize at least two awareness raising sessions at each of the 4 sites to raise awareness, sensitize the beneficiaries to the availability of the service/training, its benefits (impact of the cooling unit on perishable produce) and the conditions of its use.

Output:
A total of 4 days awareness campaign sessions will be conducted
Task 5: Conducting beneficiaries training
The contractor shall prepare and provide trainings to market sellers, farmers and other traders on post-harvest best practice for horticulture and the benefits of cold storage. The number of beneficiaries will be a minimum of 100 trainees at each of the 4 sites (total 400 people trained). These trainings can be split into smaller groups.

Output:

Trainings to be provided by the consultant for each of the 4 sites (over 400 beneficiaries in total).
Contracting Period and Time Required
The consultant is expected to be contracted for a period from September until December 2022.
The service is not expected to exceed 35 days in total.

Profile and Qualifications
Qualification of the bidder
General qualifications
Education: Bachelor's degree, Masters or equivalent degree in agricultural studies, environmental sciences or related field.
Specific professional experience: At least 5 years of professional experience in the agricultural sector, specifically background in food safety, postharvest practices, food preservation, food safety and nutrition.
Experience in the development of training materials and provision of trainings to Rwanda beneficiaries (i.e. farmers, market sellers, traders and/or other beneficiaries)
Regional experience / country knowledge
Senior level knowledge on the topics of agriculture in East-Africa (Rwanda, Burundi, Uganda, Tanzania, Kenya, etc.)

Language

Fluency in Kinyarwanda and English. French as an additional advantage.
Application & Evaluation Criteria
Requirements on the format of the bid
The structure of the bid must correspond to the structure of the ToR.
The bid is drawn up in English.
The complete bid shall not exceed 10 pages (excluding CVs).
In the contract, the contractor has no claim to fully exhaust the days/travel/trainings/budgets. The number of days/travel/trainings and the budget amount shall be agreed in the contract as ‘up to’ amounts.

Concept
In the bid, the bidder is required to show how the objectives defined above under “Tasks to be performed by the consultant” are to be achieved, if applicable under consideration of further specific method-related requirements (technical-methodological concept).

Technical-methodological concept
Strategy: The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender. Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible.
The bidder is required to present the actors relevant for the services and describe the cooperation with them.
The bidder is required to describe the key processes for the services and create a schedule that describes how the services according to the tasks are to be provided. In particular, the bidder is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors.
