The tenderer interested to tender for this assignment must submit the following documents with their application: (i) actual and updated CVs of the proposed short-term experts (maximum 4 pages per submitted CV), (ii) a financial proposal (including the daily fees/honorarium for each proposed short-term expert) and (iii) a proposed methodology concept (maximum 4 pages). The methodology concept shall briefly describe how the tenderer will carry out the assignment and implement the planned activities to ensure the successful achievement of all the objectives and deliverables listed above.

If the maximum page length is exceeded for each of the documents to be submitted (CVs, etc.) the content appearing after the cut-off point will not be included in the assessment of the bid. External content (e.g. links to websites) will also not be considered. There are no additional required documents besides those listed above that need to be submitted for this tender and that should be considered in the assessment.

6. Eligibility Criteria

• Evidence of commercial register entry (i.e. Registration Certificate issued by RDB)
• Evidence of tax registration (i.e. VAT certificate by RRA)
• Evidence of valid tax clearance (issued by RRA)
• Average annual turnover for the last three financial years (last-but-four financial year can be included in case of tenders held within six months of end of last financial year). Worth 100,000,000RWF
• The technical assessment is only based on reference projects with minimum value of 50,000,000RWF.
• Average number of employees and managers for the past three calendar years: 5 persons
• Atleast 3 reference projects in the technical field of environment, climate change, natural resources, and planning
• Atleast 2 reference projects in Rwanda in the last 5 years.

8. Submission of offer: The Expression of Interest should contain the following:

a. Technical Proposal:

• A cover letter expressing your interest in this assignment
• Technical proposal with a brief description of why you would be considered as the most suitable for the assignment, relevant expertise, and a detailed, clear methodology, your approach to complete the assignment, template attached.
• CV of the Consultants proposed
• Company registration certificate (RDB)
• VAT-Registration certificate
• Latest tax clearance certificate if applicable
• Proof of successful completion of related assignments. 

b. Financial Proposal: indicates the all-inclusive daily rate, supported by a breakdown of all costs. The costs must be in RWF and VAT
