A. Introduction

Handicap International Federation has a need for Fiber Optic Connection and internet service including dedicated leased line channel(s) and circuitry for our office located at Kicukiro, KK 10 Ave, IMELA HOUSE-2nd Floor.

The Service Provider shall furnish all engineering, labor, tools, equipment, materials, supplies, and services necessary for the requested service to be provided at the highest level of quality.  The period of performance for this effort shall be two years.

Administrative Requirements

The Service Provider is to provide the following as part of his submission:

  • Business registration
  • Valid Tax clearance certificate (RRA)
  • VAT Registration certificate
  • Valid RSSB clearance certificate
  • Proof of using the EBM system
  • Acceptation of HI institutional policies

Eligibility

In order to be considered for the award, Service Provider must be currently legally operating in Rwanda and the quotation must include all of the following information:

  • Ability to meet or exceed the Requirements/Technical Specifications outlined in Section B;
  • Ability to deliver the items specified in Section B no later than the date(s) required.

The Provided Internet service shall comply with the following requirements:

  • Internet Service Provider (ISP) shall provide dedicated (not shared or bundled) leased channel high-speed access to the internet; data transport media must be fiber optic, terrestrial connectivity. Twenty-four (24) hours uplink. Post Internet Service Provider (ISP) connection must be “always on” with unlimited usage, and must not require the installation of any custom software on the client side.
  • Internet Service Provider (ISP) digital bandwidth is the amount or volume of data that may be sent through the channel, measured in kilobits per second (Kbps), without distortion. The required Bandwidth connection is defined in the service description.
  • For the ISP must guarantee full contracted bandwidth availability 24x7x365 from the originator side to the ISP’s internet gateway. Bandwidth sharing with other customers is not allowed. The connection Ratio must be 1/1. Internet Service or data service transmission from the originating server towards an end server is referred to as downstream, and transmission from an end user towards the remote server is referred to as upstream; post Internet Service Provider (ISP) contention Ratio (downstream /upstream) must be 1:1 /1:1.
  • The ISP shall provide excellent quality of service (QOS) for the connection, which represents the level of consistent download capacity provided, which must be the higher QOS percentage possible. HI seeks a QOS percentage greater than 99.98% or the highest possible quality of service connection reaching 100%. ISP must detail the QOS that can consistently be provided.
  • The ISP Round Trip Time (RTT) reports the total time in milliseconds (ms) time to send a small data packet and obtain a reply back; must be faster than 100ms for the Round-Trip Time (RTT) for internet service. Also, RTT must be faster than 7ms for local data services.

Submission Instructions

  • The following information is to be included by the Service Provider in the quotation:
  1. Quoted price for each item specified in Rwandan francs. (This price should be inclusive of all taxes if applicable).
  2. Guarantee details
  3. Validity period of offer (Offer should be valid for at least 90 days)
  4. Payment modality: HI is preferable payment after receiving the invoice by Bank transfer
  5. The Quotation must be on official letterhead with an authorized signature and stamp
  6. Specifications of the products offered in section C fully addressed
  7. Warranty and information for the product can be included as an attachment to the quotation cover sheet ( if applicable)
  8. Respect of HI Institutional Policies: Disability, Gender and Age, Child protection, anti-fraud, and corruption, (Remember to sign on each policy and send them together with your offer).

Electronic submissions must be received at the address specified below by April 23rd, 20235:00 PM, Rwanda Standard Time and please make sure that the submission is titled with the exact same solicitation reference number stated above.

Submissions must be forwarded in electronic format only in PDF to dao@rwanda.hi.org. Quotations should not contain any unnecessary promotional material or elaborate presentation formats. Service Providers must not submit zipped files. Those pages requiring original manual signatures should be scanned and sent in PDF format as an email attachment. Please reference the RFQ Number and RFQ Name in the e-mail subject line.

  • Proposals submitted through hard copy will not be considered.
  • Quotations received after that time or at a different address may not be accepted
  • All quotations and delivery dates shall be valid for a period of ninety 90 days following the submission due date mentioned above.

 Evaluation Criteria

HI will award a contract resulting from this solicitation to the responsible Service Provider whose quote will be the best value for HI, price, and other factors considered. The following factors shall be used to evaluate offers:

  • Price
  • Ability to best meet HI’s technical specifications. The Contractor should address the ability to meet all the technical specifications outlined in this RFQ and clarify the extent to which any specifications cannot be met as stated.
  • Customer Service with a focus on quality standards.
  • Availability and specifications of back-up internet backbone in the event of loss of the main service.
  • Completeness and clarity of quote in addressing statement of work (SOW).
  • Administrative evaluation
  • Financial evaluation.

  • HI reserves the right to modify by written notice the terms of this solicitation at any time in its sole discretion. HI may cancel the solicitation at any time
  • HI may reject any or all proposals received.
  • Issuance of solicitation does not constitute award commitment by HI.
  • HI reserves the right to disqualify any quotation based on the Service Provider’s failure to follow solicitation instructions.
  • HI will not compensate Service Provider for their response to the solicitation.
  • HI reserves the right to issue an award based on the initial evaluation of applications without further discussion.
  • HI reserves the right to purchase one brand from the proposed brands.
  • HI may contact Service Provider to confirm the contact person and address, and that the proposal was submitted for this solicitation.
  • HI may contact listed past performance references without notice to the Service Provider. HI also reserves the right to contact other past performance information sources that the Service Provider did not list in the proposal.
  • By submitting a proposal, the Service Provider confirms he/she understands the terms and conditions.
  • Information pertaining to and obtained from the Service Provider as a result of participation in this solicitation is confidential. The Service Provider consents to the disclosure of the documents submitted by the Service Provider to the reviewers involved in the selection process. Please note that all reviewers are bound by non-disclosure agreements.
