1. Introduction

As a federally owned enterprise, the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH supports the German Government in achieving its objectives in the field of international cooperation for sustainable development. In Rwanda, GIZ has been working for over 30 years. The primary objectives between the Government of Rwanda and the Federal Republic of Germany are poverty reduction and the promotion of sustainable development. To achieve these objectives, GIZ Rwanda is active in the sectors of Good Governance, economic development and employment promotion, information and communications technology (ICT), and climate and energy and is organized along clusters accordingly. Within its portfolio on Good Governance, GIZ runs several projects on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) that seek to improve decentralization, citizen participation, social protection, representation of civil society and vulnerable groups, macroeconomic and investment policies, and the prevention of sexualized and gender-based violence, amongst others, to improve living conditions and reduce poverty in the country.

Context

The Decentralization and Good Governance Cluster is moving to a new office space for all 9 projects, rented in Golf View Rise Building. The office is around 730 sqm usable area which will provide the workspace for about 51 GIZ staff. It is in that context that GIZ would like to contract an Internet Service Provider (ISP) to provide and secure a reliable, high-speed, and scalable internet connection that meets the operational needs of the new office.

The services shall be provided for the period of two years from 1^st March 2025.

2. Scope of Services 

The service provider will provide the connection of the office to a stable and fast dedicated fiber optic internet with the capacity of 65Mbps. The service should be provided based on fixed fee to be paid monthly with an option for quarterly payments. The ISP may carry out a site visit in order to establish the feasibility of a proposed Internet

3. Technical Requirements

The proposed offer must meet the following technical requirements:

• The ISP will be responsible for providing and installing all hardware equipment required to carry out the full implementation of the Internet service at office site. The make/model of equipment that will be provided should be specified and able to integrate with Cisco Meraki appliances.
• Provision of secure and scalable internet infrastructure to support business operations.
• High-speed internet access with a minimum guaranteed bandwidth of 65
• Guaranteed network uptime of 99.9%.
• The connection must be permanent, in other words, it must be via a dedicated line or similar arrangement.
• The connection must terminate at the ISP router in the GIZ office.
• The office side of the router must have an Ethernet interface.
• There must be no limits on data volumes or data content.
• The ISP must have a physical presence, including availability of technical staffin Kigali, Rwanda to provide an ongoing technical support, maintenance, and troubleshooting.
• The ISP will should submit an implementation plan covering installation, configuration, and network setup timelines, documentation for hardware installation, network setup, and ongoing maintenance procedures.

4. Eligibility criteria

Participating companies must meet the following eligibility criteria:

• The company must have a minimum experience of 3 years in Rwanda providing the same services to major multinationals / corporates / international organisations. 3 Letters of Reference from such companies must be provided.
• The company must possess a valid registration certificate (issued by RDB), VAT certificate (issued by RRA) and tax clearance certificate (issued by RRA) and RURA License.

Please submit the documentary evidence for the above criteria. Non-submission/Partial submission of commercial/technical documents mentioned above could lead to a rejection of bid.

5. Financial evaluation

• The financial offer will be opened only in respect of those firms, which meet the eligibility criteria above.
• The award will be made to the service provider who offer conforms to the requirements abovementioned, representing the best value.
• The proposal shall be considered valid for 30 days after submission.
• The price must be quoted in RWF and VAT excluded. It should include:
• The monthly fee and total for 24 months for the internet connection,
• Other cost that might be associated to provision and installation of the required equipment if applicable.
