Request for Proposal (RFP) for the Provision of External Audit Services to Church World Service(CWS) in Rwanda

Brief Summary Description of Program

Church World Service Inc (CWS) is a faith-based organization transforming communities around the globe through just and sustainable responses to hunger, poverty, displacement, and disaster. CWS operates as Church World Service through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. Church World Service Inc is administered by the Church World Service Immigration Refugee Program (CWS/IRP) and is based in Nairobi, Kenya with sub-offices in Pretoria, South Africa, Kasulu, Tanzania, Kampala, Uganda and Kigali, Rwanda.

Church World Service would like to invite the qualified and experienced Audit Firms to submit a technical and financial proposal for the provision of External Audit services for Church World Services (CWS) Africa/Rwanda for our FY24 accounts starting from July 1st, 2023, to June 30th, 2024. The audit will tentatively take place in August 2024, but the successful bidder will be notified as soon as the selection of the successful Firm is done before the audit begins.

The Audit Objectives

The Audit will be conducted in accordance with the international standards of auditing with the following specific objectives:

1. To audit the financial statement related to implemented projects here in Rwanda and Country financial statements.
2. To express a professional opinion on CWS financial Management adequacy of the project through verification of interim Financial Reports (IFRs) including the summary of expenditures statement and evaluation of the internal control structure of CWS.
3. Confirm compliance to the host country (Rwanda) on all areas as per regulations on NPO and advise the management followed by a report.
4. At the end of auditing exercise, the Auditor will issue an opinion of the financial statement (FSs) as well as the Management Letter.
5. The audit exercise is required to start on the week of 19th August 2024 and the Audit report should be availed before 15^th September 2024.

Deliverables

1. Audited Financial report for the period noted above
2. A Management letter which highlights observed weakness and strengthen in the system of internal control and the recommendations to address those identified issues.
3. Final Rwanda Revenue Authorities (RRA) Annexures reports for the period mentioned.

Tendering Requirements:

• The audit firm should be conversant with the United States - Code of Federal Regulations 2 CFR 200 -Uniform Administrative Requirement, Cost Principles, and Audit Requirement for Federal Awards.
• Must have a valid practice certificate
• The audit firm should have audited organizations with United States Federal funding over $10 million.
• Must have experience working with the organizations that have had a Corporate Agreement (CA) with the U.S. Department of State or similar US Agency or Department within the past three years.
• Must be a member of the Institute of Certified Public Accountants (ICPAK).
• Must have a TIN and VAT registration certificate
• Must have the RRA certification Certificate and Tax Clearance certificate.
• Previous experience in auditing NGOs with a budget of $1O million or more.
• Must not be under investigation for malpractice or under any disciplinary action by any professional body.
• Must be in practice for at least 3 years.

Tenderer Instructions:

You must include a cover letter stating:

1. Overview of the company, including number of years in business (maximum of 1 paragraph of 5-7 sentences}.
2. Proposed remuneration rates.
3. All bids should be in local currency (Rwf) only.

In addition to the cover letter, the following items are required as a part of the proposal:

• Business Registration Certificate
• VAT Registration Certificate
• Valid Tax clearance Certificate
• Proof of using EBM invoice
• List of major clients/references (minimum 3 - maximum 5).
• Names of the Partners and their biodata.
• Attach ICPAR practicing certificate.

Disqualification

Please note that any one or more of the following will result in automatic disqualification of the tender:

• Incomplete proposals
• Bids that are delivered/submitted past the indicated deadline 4^th August 2024 at 5:00 pm
• incorrectly documents
• Any form of canvassing
• Misrepresentation of documents
