PROJECT OVERVIEW
Chemonics International Inc. (hereinafter referred to as “Chemonics”), under the USAID Global Health Supply Chain – Procurement and Supply Management (GHSC-PSM) project, USAID Contract No. AID-OAA-I-15-00004, Task Order No. 01 Contract No. AID-OAA-TO-15-00007, Task Order No. 02 Contract No. AID-OAA-TO-15-00009, Task Order No. 03 Contract No. AID-OAA-TO-15-00010, Task Order No. 04 Contract No. AID-OAA-TO-16-00018 is issuing a call for application to support the Ministry of Health to carry out the needs assessment, business process mapping and system architecture for the Rwanda public health pharmaceutical commodity management supply chain.

The purpose of the GHSC-PSM project is to ensure uninterrupted supplies of health commodities in support of U.S. government-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), the President’s Malaria Initiative (PMI), USAID’s family planning and reproductive health program, and maternal and child health program. To support U.S. government-funded global health activities, GHSC-PSM manages a wide array of health commodity procurement services and provides related systems strengthening technical assistance encompassing all elements of a comprehensive supply chain.
At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives: Global commodity procurement and logistics, systems strengthening technical assistance and global collaboration to improve long-term availability of health commodities.


BACKGROUND AND OBJECTIVE OF THE ASSIGNMENT
In the recent years, Ministry of Health (MoH) has started digitalization of health delivery services in line with Governement of Rwanda initiatives of ICT for development. To achieve this, MoH in collaboration with Rwanda Information Society Authority (RISA) has developed health information system digitalization framework. Among the areas to be enhanced and automated is the warehouse management system at the Rwanda Medical Supply Limited (RMS).
Currently, RMS uses SAGE L500 to manage operations such as receiving, inventory management, put away. However, this system is outdated and is contributing to operational inefficiencies. RMS plans to enhance the e-LMIS platform that is currently in use at RMS Branches and Health Facilities, and to use it to manage warehouse specific operations while SAGE L500 will continue to support finance and other administrative functions.


SCOPE OF THE WORK
Overall Functions/Responsibilities:

The overall responsibility of the project manager is to provide project planning, coordination and execution support to the established project core team composed of RMS technical team.
The One Network (the eLMIS vendor) development team and GHSC-PSM technical team to carry out the implementation of e-LMIS at RMS and deploy the planned enhancements.


Specific responsibilities will include, but are not limited to the following:

• Develop project charter, project scope and identify required resources and project roadmap taking into consideration the critical implementation activites, budget and available resources.
• Develop a project implementation plan based on RMS strategy and project goals
• Support core team to identify potential project risks and develop mitigation strategies
• Support coordination of implementation activities including system development, testing, user validation and deployment, with multiple teams such as One Network development team and RMS technical team and end users.
• Monitor project performance and report on project status to senior leadership on a regular basis (weekly or bi-weekly)
• Lead the coordination and integration of both technical and management aspects of the project from initiation to closure.
• Engage client staff resources, mobilize commitment, and routinely keep the client, project implementation team, and other stakeholders regularly updated on all aspects of project progress.
The project manager will work closely with the core team and the scope of work will be but not limited to provide overall project management support for e-LMIS implementation.


OUTPUTS/EXPECTED DELIVERABLES
• Deliverable 1: Detailed Project Implementation Plan with work breakdown structure, resources and timelines
• Deliverable 2: Regular detailed status reports describing the implementation progress against plan
• Deliverable 3: Risk Register with identified risks, ongoing risks and mitigation plan


DURATION OF THE ASSIGNMENT
The assignment is expected to last twelve (12) months effective from contract signature.


REPORTING
The project manager will work on daily basis with project core team led by RMS (Chief Information and Data Officer). The progress report will be presented to steering committee representing RMS and GHSC-PSM.


Reporting Requirements
The project manager is required to report to RMS, and do project progress briefing to the Technical taskforce team (RMS and GHSC-PSM). The following reports shall be submitted in English:
• The weekly progress report
This report shall constitute a summary of the accomplished work and shall reveal in details achieved milestone and the work plan for the coming week. The report shall also identify the problems, hindrances encountered during the implementation of previous week’s activities and the suggested measures and needed help from project core team to facilitate the next week’s work. This report should be submitted on a weekly basis.

• The draft final report
This report will elaborate all activities undertaken during implementation including all project documentation. This will include all the system and software development documentation and manuals.

• The final report
The final report shall incorporate comments/ feedback from Steering committee on the draft report.


DUTY STATION
The duty station of the work will be Kigali. RMS will provide an office space and internet connectivity.
RMS will provide transportation to the field if the project manager is needed to travel outside Kigali and facilitate different meetings necessary like user validation workshops.


REQUIRED EXPERTISE AND QUALIFICATION
Education qualification (if individual consultant):
• Postgraduate or other advanced university degree (at least M.Sc. or equivalent) in the area of management information systems, Supply chain management, software development life cycle, systems architecture , institutional/organizational development, or any other related domain.

Experience of Consultant (both individual or company):
• Proven experience for supply chain management functional processes and supply chain integrated solutions
• Proven experience in project management and development of Enterprise IT applications, business information systems, business intelligence and reporting.
• Proven direct experience in all aspects of the systems development lifecycle (SDLC), including planning, requirements gathering, requirements tracking, system design and architecture, development, implementation, deployment, integration, decommissioning and disposal.
• Proven experience in managing the development and delivery of large-scale web-based, multi-tier solutions in healthcare , pharmaceutical commodities for public institutions systems.
• At least 5 years of professional experience in project management of software implementations
• Conceptual and practical knowledge of local government operating and strategic principles;
• Experience of working and collaborating with stakeholders including governments; civil society and communities in Rwanda;
• Demonstrated ability of analytical and report drafting work;

Language requirement:

• Excellent written and verbal communication skills in English;
