JOB DETAILS:
For more than 50 years, the African Wildlife Foundation (AWF) has been a leader in African conservation and sustainable development. AWF is seeking a dynamic and high-performing individual to design and implement an inclusive conservation and development project that will expand Volcanoes National Park (VNP), improve the lives of the local communities, enhance the tourism product, as well as support local, regional, and national economic development.
AWF has worked on mountain gorilla conservation and community development in Rwanda for more than four decades in support of the Government. The successful candidate will be seconded to the Rwanda Development Board (RDB) to coordinate this project. The position will be based in Kigali, Rwanda and will report to the Head of Department, Tourism & Conservation – RDB..
Key Duties & Responsibilities
• Develop, coordinate, and support the implementation of community and stakeholder engagement as well as consultation program and activities, in line with global best practices.
• Coordinate the development and implementation of programs and activities for the voluntary acquisition of lands to be added to VNP.
• Coordinate the development and implementation of social, economic development and employment programs and projects.
• Coordinate the development and implementation of land restoration projects, including the redesign, construction and maintenance of the VNP boundary wall.
• Work with partners in the development and implementation of education, training and capacity building programs.
• Work with key partners and coordinate the development and establishment of smart villages and other social infrastructure projects.
• Assist in the planning and design for the redevelopment of the VNP Kinigi HQ and Kwita Izina site.
• Develop policies and guiding principles for land use and development in the expanded national park and land use buffer zone.
• Develop terms of references for required studies and integrated implementation plans.
• Mobilize relevant expertise from within the Government of Rwanda and outside partners/institutions in line with program planning and implementation.
• Provide updates to pertinent staff in RDB, other Government of Rwanda Ministries, and relevant institutions and partners.
• Develop program budgets, work plans, reports and TORs as needed.
• Support RDB staff and partners in fundraising.
• Coordinate and supporting governance bodies such as Program Steering Committees, Technical Committees, and/or Advisory bodies.
• Supervise project staff, student interns and volunteers.
• Undertake any other relevant duties as required by the Head of Department, Tourism & Conservation – RDB.

Qualifications
• Graduate degree (Masters level) from a recognized university in business administration, engineering, natural resources protection, and/or project management.
• A commitment to conservation and community development.
• Experience coordinating multi-stakeholder projects and development of multi-faceted work plans and budgets.
• Experience providing strategic and policy advice to management and staff for decision-making.
• Experience managing financial and human resources, including oversight of contracts and service agreements and tendering processes.
• Familiarity with RDB, the Government of Rwanda structure and operations, and of VNP, including its mandate, objectives, and programs.
• Knowledge of program and project management planning, tools, tactics, and processes.
• Excellent communication skills, the ability to communicate effectively both orally and in writing — English (oral and written) and Kinyarwanda (oral). Ability to speak French is an asset, but not mandatory.
• Experience in fundraising activities with institutional and private funders.
• Ability to plan, manage, and deliver projects and programs, often with conflicting priorities, and to multi-task and to work under time-sensitive conditions.
• Self-motivated, able to show initiative and work in a multi-disciplinary team environment.
• Willingness to travel and work irregular hours, overtime, weekends, and/or holidays, when required.
