  1. Introduction & Background

In today’s dynamic development landscape, the ability to measure project effectiveness and impact is essential for decision-making, accountability, and learning. Organizations, governments, and development partners increasingly demand evidence-based results to justify investments and improve future interventions. As such, mastering the principles of Result-Based Monitoring and Evaluation (RBME)—especially with a strong focus on Project Evaluation—is a crucial skill for project managers, M&E specialists, researchers, and policy practitioners.

To address this need, DATA+ Rwanda is organizing a professional hands-on training on Result-Based Monitoring and Evaluation (RBME), with a specific focus on Project Evaluation. This program is designed to equip participants with practical skills in conducting evaluations that measure project outcomes, impact, and sustainability using globally recognized methodologies and tools.

The training will run as a weekend program over three weeks (6 days in total), from 15th February to 2nd March 2025. Delivered by a seasoned expert in project evaluation, the course will be highly interactive, incorporating real-world case studies, practical exercises, and applied learning methodologies. Participants will also engage in a capstone project assignment, which they must complete and submit as part of their certification requirements.

By the end of the training, participants will have enhanced competency in designing, conducting, and managing project evaluations that contribute to organizational learning, decision-making, and improved development outcomes.

  1. Training Objectives

The core objectives of this training are:

  1. To equip participants with advanced knowledge and hands-on skills in result-based monitoring and project evaluation.
  2. To enhance participants’ ability to design and implement evaluation frameworks tailored to project goals and stakeholder needs.
  3. To familiarize participants with key evaluation methodologies, including impact evaluation, performance evaluation, and participatory evaluation.
  4. To provide practical training on data collection, analysis, and reporting for project evaluations.
  5. To develop participants’ capacity to effectively use evaluation findings for decision-making, policy formulation, and program improvement.
  6. To enable participants to work on real-world project evaluation assignments, culminating in a capstone project submission for certification.

This training will cover a broad spectrum of monitoring and evaluation (M&E) principles, with an emphasis on project evaluation. Key concepts include:

  1. Fundamentals of Result-Based Monitoring & Evaluation
  2. Evaluation Designs and Frameworks
  3. Data Collection Methods for Project Evaluation
  4. Data Analysis and Interpretation in Evaluations
  5. Reporting and Communicating Evaluation Findings

Capstone Project: Practical Evaluation Assignment

  • Participants will be assigned a real-world evaluation case study
  • Each participant will develop a mock evaluation framework, analyze data, and produce a final evaluation report
  • Successful completion and submission of the capstone project will be a prerequisite for certification
