UN Women Background:
UN Women is the United Nations dedicated to gender equality and the empowerment of women. A global champion for women and girls, UN Women was established to accelerate progress on meeting their needs worldwide. UN Women supports UN Member States as they set global standards for achieving gender equality and works with governments and civil society to design laws, policies, programmes and services needed to ensure that the standards are effectively implemented and truly benefit women and girls worldwide. It works globally to make the vision of the sustainable Development Goals reality for women and girls and stands behind women’s equal participation in all aspects of life.

Project Background:
From the local to the global level, women’s leadership and political participation are restricted. Women are underrepresented as voters, as well as in leading positions, whether in elected office, the civil service, the private sector or academia. This occurs despite their proven abilities as leaders and agents of change, and their right to participate equally in democratic governance. Women face several obstacles to participating in political life. Structural barriers through discriminatory laws and institutions still limit women’s options to run for office. Capacity gaps mean women are less likely than men to have the education, contacts and resources needed to become effective leaders. UN Women’s programmes on leadership and participation are guided by a history of international commitments to women’s representation. The Convention on the Elimination of All Forms of Discrimination against Women upholds women’s right to participate in public life, while the Beijing Platform for Action calls for removing barriers to equal participation. The Millennium Development Goals measure progress towards gender equality in part by the proportion of women in parliamentary seats. Violence against women and girls is one of the most systematic, widespread human rights violation worldwide. Violence against women is a global pandemic, embedded in unequal power dynamics between women and men that is reinforced by harmful social norms or inequality under the law. Despite the progress made so far in terms of the normative and policy framework, the incidence of violence against women and girls is still very high. It is within this background that UN Women is planning for the production of radio drama series for behavior change in favor of more gender equality for increased positive values for gender equality and women's leadership

Description of Responsibilities
Production of radio drama series for behavior change in favor of more gender equality for increased positive values for gender equality and women's leadership
Objectives
• Increased awareness on gender equality principles and women participation in leadership
• Increased awareness on negative social norms that impede gender equality and women empowerment
• Communities and other stakeholders are better aware of gender-based violence prevention, response, and essential services to victims
Targeted audience: Local communities, women, girls, men and boys, government institutions, GBV service providers, partners, civil society organization, faith-based organizations, among others.

Key deliverables
1. Design 20 radio drama series (with a series of chronology distribution of key priority messages) for behavior change in favor of gender equality, women’s leadership and GBV prevention and response
2. Each episode should not be more than 15 min
3. The drama series should be aired preferably at Rwanda Broadcasting Agency ( RBA) for a period of two months.
4. Original soft copy of the drama series
5. Applications are sought from a suitably qualified company which presents a minimum of 5 professionals who have bachelors’ degree in journalism, communication, or B.A. degree in Visual Arts. The company must have among others an experienced drama writer in the composition of the team

Duration of Assignment and Duty Station:
The time required for the consultancy is estimated to take two (2) months starting from First week of November 2022.

Minimum Requirements
• The company must demonstrate at least 7 years of professional experience and track record in radio drama series evidenced of at least 3 completed similar work (certificates of good completion) from recent assignments (between 2018-2022).
• The technical proposal including the methods and realistic timeline
• The Proof that the company has office, equipment’s and required services to produce the radio drama series.
• The vendor is strongly encouraged not to sub-contract > 50% of the total work. If a vendor/s intend to do so, they must state the actual percentage (that will be outsourced) in their offer/quotation.
Ethic protocol
The company should include statements in the proposal on how it will ensure ethics from the commencement of the assignment.
Timeline
All interested consulting companies are requested to submit all the required documents not later than 21st November 2022 at 18h00, Kigali Time.
