DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and will focus on to build a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda : Rulindo and Gakenke in in Northern Province; Kayonza, Rwamagana, Ngoma, and Kirehe in Eastern Province; Nyamagabe, and Huye in Southern Province; and Nyabihu and Rubavu in Western Province

  1. Justification of needs

DUHAMIC ADRI under SERVE project is supporting project participants and promote a culture of local/home grown solutions to the most pressing issues that affect women and youth in agriculture more dignified and fulfilling work opportunities for young people and contribute to economic transformation in the project areas. It is in that regards DUHAMIC ADRI undergoes the procurement process for essential agricultural and processing machines to support youth-led businesses targeted youth agripreneurs who have successfully passed multiple stages of competition, including document pre-selection, due diligence, and an intensive boot camp training that culminated in a business pitch. The machines requested are intended to facilitate the setup and operation of various youth-led agribusinesses, enhancing productivity, ensuring efficiency, and mitigating the risks associated with purchasing substandard or second-hand equipment.

  1. Objective
    1. Main Objective: To procure high-quality, durable agricultural and processing machines for awarded youth businesses, enabling them to commence or expand their agribusiness operations efficiently.
    2. Specific Objectives:
      1. Provide selected youth with machinery to support their specific business ventures.
      2. Minimize risks related to poor-quality equipment by ensuring quality standards in procurement
      3. Facilitate the timely and cost-effective establishment of sustainable agribusiness ventures
  2. Types of Machines Required

The following machines, chosen by business owners, are essential for the aforementioned categories

  1. Scope of Work

The selected supplier(s) will be required to:

  1. Provide quotations for each type of machine listed above, adhering to quality and durability standards.
  2. Ensure that machines are new, certified, and meet operational standards for use in Rwanda.
  3. Supply manuals and provide necessary training to youth awardees on machine use, maintenance, and troubleshooting.
  4. Conduct quality assurance on all machines before delivery to minimize malfunctions.
  5. Coordinate with DUHAMIC-ADRI for transportation and timely delivery to designated locations.
  6. Provide a warranty on all machines as per industry standards.

  1. Qualification of bidders

The interested bidders must meet the following criteria:

  • At least two verifiable references from previous clients who have received similar equipment, preferably in the agricultural or processing sector;
  • All machines must adhere to national and international safety and operational standards for agricultural machinery.
  • A minimum two-year warranty on all machines supplied, with details of coverage, including parts and labor, in case of defects or malfunctions.
  • The supplier should be able to provide training for youth awardees on the proper use, maintenance, and troubleshooting of the machines supplied in collaboration of DUHAMIC-ADRI technician.
  • Proven capacity to handle logistics, including transportation, safe packaging, and timely delivery of machines to specified locations.
  1. Procurement process

This tender will be done through public tendering process and qualified companies and cooperatives will be invited to bid.

The following terms and conditions shall be observed during evaluation

  1. This tender is public for companies, individual, cooperatives and others specialized institutions operating in Rwanda;
  2. Commitment letter to deliver and install the equipment within 7 calendar days starting from the date of contract signing and this letter should indicate the period of warranty (minimum 2 years);
  3. Application letter addressed to DUHAMIC-ADRI executive secretary
  4. Quotation (Proposed prices) shall include item cost, transportation and installation cost to the individual recipient in 7 District of interventions (see details in the table 2 indicating the distribution plan);
  5. Bid security of at least 10% of the proposed bids provided by a recognized bank or insurance company.
  6. RDB registration Certificate
  7. A valid Taxe clearance certificate
  8. Proof of using EBM
  9. Having conducted the same activity, demonstrated by at least 2 certificates of good completion
