JOB DETAILS:
The Procurement Specialist performs the following responsibilities and tasks:
A. Responsibilities
• Contract Management of service contracts on programme level
• General administrative duties on programme level
• Ensures that procurement, financial and administrative regulations are complied with as per GIZ standard procedures
• Identifies relevant problems and issues and assists in formulating implementation-oriented solutions
• Ensures good communication and flow of information within the cluster and with GIZ Rwanda Country Office (CO)
B. Tasks
1. Procurement
• Responsible for the procurement of services and goods on programme level in accordance with GIZ Rules and Regulations (i.e. quality check of documents, request for proposals, contract drafting & negotiations, filing)
• Responsible for the preparation, facilitation and documentation of hotel- and event services
• Responsible for the quality check of procurement documents that are submitted to GIZ HQ or GIZ Rwanda CO
• Advise technical advisors and programme managers in all matters related to public procurement and contract management
2. General Admin
• Responsible for Inventory Management in accordance with GIZ Rules and Regulations (e.g. usage of WINPACCS Cloud, annual inventory check etc.)
• Focal Point for all project-related communications with GIZ Rwanda Country Office
• Quality Check for international travel settlements (calculation of advance payments & settlements)
• Responsible for the correct filing of physical documents (e.g. contracts, invoices, official communications, inventory lists etc.)
3. Other duties/additional tasks
• reports all problems with financial administration and compliance without delay
• Follows the implementation of audit/internal recommendations

C. Required Qualifications, Competences and Experience
1. Qualifications
• Bachelor’s degree in public procurement, logistics, finance, accounting, business administration or a related field
2. Professional experience
• 5 years of professional experience in international procurement and contract management, experience with an international organization is an advantage
• 3 years of professional experience in administrative duties as laid out above
• Understanding of financial management of donor-funded projects, budgeting and financial reporting is an added advantage
• Working experience with accounting systems (e.g. SAP, WINPACCS, QuickBooks etc.) is an added advantage
3. Other knowledge, additional competences
• Proficiency in MS Office
• Fluency in Kinyarwanda and English
• Strong problem-solving abilities and a commitment to ethical and sustainable procurement and financial practices
• Creativity as well as strong conceptual and analytical skills, consulting competences in dealing with partners and institutions and high affinity for results-oriented work
