JOB DETAILS:
Water and Sanitation Corporation (WASAC) is charged with vital responsibilities of providing clean water and sewerage services to all Rwandans as enshrined in Government Vision 2020 and EDPRS2.
For WASAC to be able to execute this responsibility effectively and efficiently, it requires enough and competent Human Resources for attaining the set objectives.
Reporting line: The Procurement officer will be based in the Directorate of Support Services and will be under direct supervision of the Head of Procurement Services..
Duties and responsibilities:
The Procurement Officer will be based at WASAC headquarters and responsible for the following :
• Interact with suppliers on a daily basis to resolve transactional issues and gather critical information on invoices, tracking information on shipments/deliveries, taxes. Etc;
• Responsible for appropriate supplier selection/bidding processes for selected purchase requests, and supplier and contract pricing validation for all purchase requests using appropriate procurement methods;
• Responsible for projects’ follow-up to ensure efficient and effective procurement processes;
• Responsible for resolving invoice price and terms discrepancies to enable order processing;
• Identify, negotiate and implement contract Se framework agreements which result in efficiencies in line with financial and forecasting requirements;
• Maintain accurate auditable records of all procurement process which result in high process compliance;
• Plan and engage with beneficiary departments to understand contract specifications and with suppliers to develop a profile of delivery capability which results in effective market engagement;
• Build into contract & framework developments, WASAC’s sustainable procurement obligations and preferences including assurance of procurement authority level adherence which result in stakeholder satisfaction of procurement services;
• Ensure routine Supplier Performance Evaluation to enable a database of competent suppliers/contractors/service providers and propose for debarment of incompetent ones;
• Engage with other departments in the company for proper procurement planning;
• Participate in goods reception upon delivery and ensure a goods received report is availed and properly signed;
• Monitor requisitions and produce purchase orders and reports in the Enterprise Resources Planning (ERP) system (Oracle);
• Ensure routine and efficient filing of the procurement files;
• Work with internal auditors as well as external auditors (Private and Auditor General of State Finances) to ensure an clean audit for the financial year;

Job Requirements
• Bachelor’s Degree(A0) in Procurement, Business Administration, Law, Supply Chain Management, Civil Engineering, Economics, public administration or any other relevant qualifications;
• Membership to the association procurement professionals in Rwanda is a must
• Practical experience is use of E-Procurement system is a must. This experience must be demonstrated by indicating current or previous Employers.
• Full or partial professional certification in Procurement will he an added advantage( evidence of current ongoing studies will be accepted)
• At least three (3) years’ of experience in the procurement field
• Past use of an Enterprise Resources Planning (ERP) system will be an added advantage system
• Understanding of DG Market and other advertising platforms
• Be fluent in English and Kinyarwanda languages (writing, speaking, and reading). Knowledge of French will be an added advantage as a procurement function communicates to a diversity of suppliers and contractors);
• Excellent interpersonal skills, and oral and written communication skills;
• High, self-motivated and the ability to perform with minimum supervision, as well as within a team;
