Prequalification of Construction Contractors for the Pavement of Parking Area and Installation of Solar Streetlights at National Agriculture Insemination Center (NAIC).

Heifer International Rwanda (HIR) is a Nonprofit and International Non-governmental Organization with the mission to alleviate hunger and poverty, while caring for the environment through sustainable agricultural practices.
Heifer International Rwanda is in partnership with the Government of Rwanda through the Ministry of Agriculture and Animal Resources for the implementation of the Rwanda Dairy Development Project (RDDP).
Heifer International Rwanda, in coordination with the Rwanda Agricultural Board (RAB), is planning to identify suitable service providers and is inviting eligible civil works contractors to indicate their expression of Interest for the pavement of parking area and installation of solar streetlights at National Insemination Center (NAIC).
The purpose of the EOI is to identify interested and qualified contractors, who will be included in a shortlist of contractors prequalified to take part in the upcoming tender process for this NAIC project.
Construction work will be carried out in compliance with the guidelines and will follow the requirements as specified by detailed Bills of Quantities (BoQs) and Specifications provided upon time of bidding, in the request for proposal (RFP), which will be published by Heifer International Rwanda. The contractor will be responsible for the procurement of all materials needed to deliver these services.

Eligibility and Minimum Qualification Criteria.
Any interested contractor, shall provide, in its submission in response to this EOI, sufficient documentary evidence of adherence to the eligibility and minimum qualification criteria detailed below.
• Company Registration Documents. Certificates/licenses issued by RDB.
• Valid Tax Clearance Certificate issued by RRA.
• Certificate of good standing/non-Bankruptcy certificate issued by RDB.
• RSSB Clearance Certificate
• The firm must be classified in E category in the RPPA categorization of the construction companies.

Interested applicants are required to confirm in writing via email to procurement-rw@heifer.org their interest in participating in this EOI exercise by 23rd March 2023 at 5:00pm local time with clear subject line: “Pavement of Parking Area and Installation of Solar Streetlights at National Agriculture Insemination Center (NAIC)– Ref. No: EOI/HIR/2023/0301”:
Any expression of interest received and not conforming to the EOI guidelines will be considered as technically non-compliant and the application may be rejected.
Only bidders who will confirm their expression of Interest (EOI) will be accepted for the site visit and receiving tender document (Request for Proposal).
The deadline for the submission of proposal will be on 29th March 2023 at 5:00pm Local time and must be submitted through the secured email address procurement-rw@heifer.org.
