Policy Engagement Associate

Cenfri is recruiting a Policy Engagement Associate for a 2 year contract to support our 3-year programme supporting the digitalisation of the Rwandan economy based on the analysis of big data. The Rwanda Economy Digitalisation Programme is a three-year initiative to support a sustained shift to an inclusive, digitalised economy. It involves a range of stakeholders to leverage insights from data analysis to improve policymaking, catalyse innovation, and ultimately, improve livelihoods.

This programme, which is hosted by the Government of Rwanda, is driven by a partnership with technical support from Cenfri and financial support from the Mastercard Foundation. An important component of the programme is to enable data-driven decision-making to ultimately reduce poverty, improve livelihoods and promote financial inclusion through a three- pronged approach: making data and trend analysis easily accessible; supporting the application of data to policy actions; and accompanying public sector staff to utilise data-driven approaches on the job through targeted upskilling.
The programme team works closely with several ministries and statutory bodies in Rwanda, as well as with private sector stakeholders. The team is based in both Rwanda and South Africa.

Role Summary
Cenfri is seeking a Policy Engagement Associate to engage and collaborate with our programme counterparts in the public and private sector in Rwanda to progress client and programme objectives, conceive and design data-driven research, assist with the development of policy recommendations flowing from the research and manage the resourcing (people & other) of a portfolio of data-driven research projects. The position requires proactive liaison with clients to actively shape and package research and policy recommendations and present the findings to key stakeholders.

Key results areas for this position include:
Partner, Stakeholder and funder engagement
• Engage with public and private partners/clients and funders
• Understand and interpret the policy priorities and data-driven evidence required to formulate and test policies;
• Present the results of the research and accompany clients to determine the implications for policy initiatives.

Research, analysis and policy recommendations
• Lead and conduct research and problem solving
• Structure information and data into a usable format (e.g. drafting documents and presentations etc.)
• Guide and design new concepts for packaging /presentation of information and research
• Extract policy-relevant insights and shape policy recommendations for specific client institutions in the Government of Rwanda;
• Quality control and editing of research documents

Projects & Project Management
• Lead or contribute to project concept development
• Project based partner and funder engagements
• Research management
• Project administration and logistics
• Contribute to proposals to extend the reach of the programme;
• Follow project process
• Provide guidance to team
• Manage deliverables of project team members

Operational
• Execution of ad-hoc tasks

Requirements
• Candidates should have a Masters’ Degree in Law, Administration, Economics, Data Science, Research, Communications or related areas preferred.
• Experience in policy or regulation formulation
• Experience in partner and stakeholder engagement
• Three to five years in a research or policy environment. Knowledge of public sector policy is strongly preferred.
• Exposure to development economics or international development is beneficial.
• Proven experience in data analysis.
• Strong quantitative and analytical skills.
• Knowledge of Stata and the analysis of household survey data is advantageous.
• A strong interest in research-related activities and a passion for development.
• Good writing and presentation skills.
• Excellent interpersonal skills and the ability to work independently and as part of a team.
• Advanced English language skills (verbal & written) with additional languages such as French is an advantage.
• Willingness to travel.
• Proficiency in MS office applications.

The successful candidate will be based in Kigali, Rwanda on a 2 year contract.
