Expression of Interest (EOI):  Partner for the implementation of Shora Neza activities 

The United Nations World Food Programme (WFP) in Rwanda is currently operating under its 2019-2023 Country Strategic Plan (CSP). WFP is seeking an active partnership with local and/or international NGOs operating in Rwanda for the development of additional activities under Strategic Outcome 4 of the CSP, which relates to the support of smallholder farmers in Rwanda: ‘Smallholder Farmers have increased marketable surplus and access agriculture markets through efficient supply chains by 2030.’

The partnership will focus on ‘Shora Neza’ (Invest well), a five-year project aiming to create new and strengthen existing employment opportunities for young men and women, while considering their different needs, through strengthened, interlinked, and efficient agricultural value chains. The partnership will build from WFP’s existing initiatives and aligns with the Mastercard Foundation’s ‘Young Africa Works strategy’ and address the areas of support identified in the Foundation’s Rwanda’s agricultural sector diagnostic study. Specifically, the activities under this RFP are articulated into the following pillars:         

  1. Market Access: Increased smallholder farmer income by connecting them to premium public and private markets for sales at national and regional levels
  2. Post-harvest Management (PHM): Improved quality and reduced post-harvest losses through the promotion of a vibrant, youth-led market for post-harvest (PH) equipment and services
  3. Access to Finance: Enhanced linkages to formal financial products and services by project beneficiaries 

The successful cooperating partner will work with WFP Rwanda to support the development of a vibrant, self-sustaining market system through the network of Farmer Service Centers (FSCs). FSCs are youth-led, self-employed entities which act as key service hubs connecting private and public sector partners with smallholders, overcoming first and last mile delivery challenges.

To access the TOR and apply, the applicant needs first to register to the UNPP. Only local and international NGOs operating in Rwanda can register and participate to the programme.
