2. The City of Kigali now invites sealed Bids from eligible bidders for City of Kigali (hereinafter called “Client”) which has received funds from the World Bank toward the cost of the Tender Document for Nyabisindu & Nyagatovu Informal Settlement Upgrading Works; the construction period is 16 months and margin of local preference not applicable.

1. Bidding will be conducted through international competitive procurement using Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers- Procurement in Investment Projects Financing” (“Procurement Regulations”), and is open to all eligible bidders as defined in the Procurement Regulations.
2. Interested eligible bidders may obtain further information from City of Kigali, in procurement office on second floor 2.01, email: procurement@kigalicity.gov.rw and inspect the bidding document during office hours from 9:00 am to 5 pm at the address given below Kigali City Hall, KN3 Ave[1].

3. The bidding document in English may be purchased by interested eligible bidders upon the presentation of proof of non-re-fundable fees of ten thousand Rwandan Francs (10,000 Frw) paid on account of Rwanda Revenue Authority (RRA) opened at any commercial bank. The bidding document will be obtained in the City of Kigali procurement office 2.01 second floor by the interested bidders and site visit is scheduled on 14th April 2023
4. Bids must be delivered to the City of Kigali procurement office 2.01 second floor on or before 5th May 2023 at 11:00 am. Electronic Bidding will not be permitted. Late Bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who chooses to attend at the City of Kigali’s Procurement Office 2.01 second floor on 5th May 2023 at 11:30 am.

5. All bids must be accompanied by bid security equivalent to two hundred million seven hundred thirty-five thousand and eighty-eight Rwandan francs (200,735,088 Frw) or equivalent amount in other freely convertible currencies. the bid security can be provided from any bank from any country. If bid security is from insurance company counter guarantee must be required
6. “Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document.”
