Program overview

DUHAMIC-ADRI in partnership with Care International Rwanda and its implementing partners are implementing the five years’ program Supporting and Enhancing Resilient and Viable Employment Opportunities (SERVE) Project. This program is funded by MasterCard Foundation through the partnership of Care International and will focus on building a resilient, sustainable, gender equitable, and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for predominantly female youth in agricultural value chains in 10 districts across Rwanda namely RULINDO, GAKENKE, NYABIHU, RUBAVU, RWAMAGANA, KAYONZA, KIREHE, NGOMA, NYAMAGABE and HUYE.

The SERVE Project aim to build a resilient, sustainable, gender equitable and inclusive entrepreneurial environment that increases dignified and fulfilling work opportunities for young people aged between 18 and 35 years and 70% of them must be women in agricultural value chains across Rwanda.

As planned, SERVE Project has committed to provide start-up input package for the demo plot to Enable farmers to access good agronomy practices through the farmer field and business schools (FFBS) platforms. Therefore, for upcoming 2025 A Season, DUHAMIC-ADRI has to support demo plot with improved seeds of Teja variety of chilli to be cultivated on the area estimated at 150 ha. It is under this regard, the tender to procure those seeds in line with DUHAMIC-ADRI procurement policy.

Objectives of purchasing chili seed

To increase access and capacity to respond to demand/supply local, regional and international markets by increasing efficiency and productivity gains in horticulture supply chain, there is a need to purchase and distribute improved chili planting material of the varieties which are needed at the international markets targeting to increase the quantity and quality of horticulture production that is sold to international markets. The purchased chili seeds will help the following:

• Supporting farmers to access to 1^stgeneration seedlings
• Establishing and multiplying chili nurseries
• Establishing chili demonstration plots

Bidding and tender procedures

Eligibility criteria:

• Certification and Licensing: The supplied seeds must have the necessary certifications from relevant agricultural and seed certification authorities.
• Seed Quality Standards:The seeds must meet national and international quality standards, including germination rates, purity, and absence of diseases.The company must provide documented proof of seed testing and quality control measures.
• Experience and Expertise:The company should have a proven track record in the supply of chili seeds.
• Compliance with Regulations: The company must comply with local, national, and international regulations.Adherence to phytosanitary standards to prevent the spread of pests and diseases.

Bid documents:

Interested candidates will present their bids comprising of the following documents:

• Application letter addressed to DUHAMIC-ADRI executive secretary
• Quotation (Proposed prices with tax inclusive)
• Certificate of origin
• Phytosanitary certificate
• Seed laboratory test certificate
• Proof of using EBM
• Copy of trading certificate
• Tax clearance certificate
• Being ready to supply within 5 calendar days demonstrated by a commitment letter
• Having completed the similar activities demonstrated by 2 certificates of good completion from the recognized institutions.

Bids will be submitted in a sealed envelope and addressed to the Executive Secretary of DUHAMIC-ADRI at Kicukiro head office no later than Friday, August 2, 2024 at 10:00AM

The public opening of bids is scheduled on the same day at 10:30AM at DUHAMIC-ADRI headquarters
