National Migration Policy Consultant At International Organization for Migration (IOM)CALL FOR APPLICATIONS
1. ORGANIZATIONAL CONTEXT AND SCOPEEstablished in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all.
IOM Rwanda is managing a Border Management project to enhance Readmission and Legal Identity Capacity. The project ‘Enhancing Readmission and Legal Identity Capacity (RELICA)’ is financed by the Government of Denmark and implemented by IOM in Iraq, Rwanda and Cabo Verde. One of the two project outcomes for Rwanda focuses on supporting the strengthening of the migration management policy framework, through the update of the National Migration Policy of Rwanda. The RELICA project started in March 2022 and will run until the end of August 2023. The consultant is expected to start the assignment in June 2022.
Under the direct supervision of the IOM Immigration and Border Management (IBM) Programme Manager (PM), and in coordination with the Project Officer (PO) in Kigali, as well as in close cooperation with the Migration Policy Expert, the National Migration Policy Consultant will support the following tasks: legislative review and mapping, definition of the NMP structure and way forward, organisation and identification of trainers for Training of TWG members on Migration Policy issues, development of the first draft of the National Migration Policy (NMP), revision of the 1st draft of the NMP, finalisation of the NMP draft, presentation of the draft NMP to higher Level, elaboration of the implementation plan in the framework of the RELICA project.
In particular, the consultant is expected to advise IOM and national stakeholders on the Rwandan context of intervention and share best practices and lessons learnt of similar processes as necessary during the project implementation.
The indicative timeline of the process is as follows:• Contact making and introductory meetings with national stakeholders (by end of July 2022)
• Legislative review and mapping (by end of September 2022)
• Definition of the NMP and way forward (by end of September 2022)
• Training of TWG members on Migration Policy issues (by end of September 2022)
• Drafting process of the NMP (by end of December 2022)
• Revision of the 1st draft of the NMP (by end of January 2023)
Finalization of the NMP draft (by end of February 2023)

5. In coordination with the MP Expert, support the development of the first draft of the NMP and its finalization on the basis of the feedback received by stakeholders. In particular, the process will consist of the following steps:
(i) Develop the 1st draft to be shared with the TWG members.
(ii) Facilitate workshops to review the draft and discuss and agree on proposed changes
(iii) Rework the draft of the NMP and develop a final draft to be shared to the TWG for revision and approval.
(iv) Presentation of final NMP draft to a higher level
7. Elaborate the implementation plan of the National Migration Policy.
DESIRABLE QUALIFICATIONS AND EXPERIENCE
Education, professional experience, and other requirements:
Education• Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with at least 7 years of relevant professional experience; or,
• Master’s degree in the above-mentioned fields with at least 5 years of relevant professional experience.
Experience and Skills• Experience in working on migration and migration-related issues in Rwanda, especially at the policy level.
• Experience in working with Government authorities in Rwanda and in liaising with other national /international institutions.
• Experience in facilitating meetings, trainings, workshops etc.
• Knowledge of frameworks, instruments, and cooperation fora in the field of migration at the national, regional, and international level.
• Proven drafting skills, especially policy documents, briefings, strategies, action plans, reports etc.
• Strong communication skills, including the ability to articulate complex concepts in a clear and logical manner.
• Fluency in Kinyarwanda and English required. Working knowledge of French desirable.
