ORGANIZATIONAL CONTEXT AND SCOPE

In December 2021, the International Organization for Migration (IOM) in Rwanda commenced the implementation of a project entitled ‘’ Strengthening the Capacity of the Government of Rwanda to further Engage the Diaspora in the Socio-economic Development of Rwanda”. The overall objective of the project is to contribute towards engaging the Rwandan diaspora professionals in the socio-economic development of Rwanda. In order to realize this objective, the project has two outcomes which are: (1) The Ministry of Foreign Affairs and International Cooperation (MINAFFET) Diaspora Unit updates the policy and develops the strategy in a participative and coordinated approach and taking into consideration gender; (2) Qualified diaspora professionals residing in Canada and USA contribute their skills to Rwandan institutions.
The Government of Rwanda (GoR) acknowledges that the Rwandan diaspora is an important constituent that if well harnessed, can contribute to the national socio-economic development of the country through effective use of both diaspora’s financial and social capital. The establishment of the Rwanda Community Abroad Unit within the Ministry of Foreign Affairs and International Cooperation (MINAFFET) in 2001 is a testimony to this fact.
In 2009, the GoR developed the first diaspora policy which established a strategic framework to mobilize and integrate Rwandan’s diaspora in national development. It also assisted in harnessing communication between the GoR and the Rwandan diaspora community. The diaspora policy takes as its starting point the Constitution of Rwanda, Vision 2020, and its accompanying three pillars: namely i) good governance; ii) private sector development and knowledge-based economy; and iii) Economic Development and Poverty Reduction Strategy (EDPRS).
Since its adoption in 2009, the socio-economic and policy context in Rwanda has evolved, necessitating the need to conduct impact assessment of this policy and then come up with Diaspora strategy to align it with National Foreign Policy and other emerging socio-economic developments including, but not limited to, the revised Constitution of Rwanda, Vision 2050 and the National Strategy for Transformation (NST1). Therefore, it’s against this background that the International Organization for Migration (IOM), on behalf of the Ministry of Foreign Affairs and International Cooperation (MINAFFET), is seeking to hire a local consultant to conduct impact assessment of Diaspora Policy 2009 and then after coming up with five-year diaspora strategy.


RESPONSIBILITIES AND ACCOUNTABILITIES
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Programme Support Coordinator, and in close coordination with the Migration Management Officer, the successful candidate will be responsible for the creative design and layout of IOM Rwanda’s 2021 Annual Report (hereinafter, Annual Report), in full compliance with IOM Brand Style Guide.


In particular, the Consultant is expected to provide the following:
1. Creative design for the Annual Report,
2. Art-work editing of photos and other graphic elements,
3. Layout settings and typesetting for printed and electronic version of the Annual Report,
4. Assistance, as needed, in determining print production specifications and liaison with printers so to coordinate production,
5. Coordination with the IOM team at any stage of the consultancy.

DESIRABLE QUALIFICATIONS AND EXPERIENCE

This consultancy will be undertaken by an individual consultant with the following qualifications and expertise:

Education:
Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration and diaspora Studies, Human Rights, Law, or related fields from an accredited academic institution with at least 7 years of relevant professional experience.
or,
Master’s degree in the above-mentioned fields with at least 5 years of relevant professional experience.

Experience and Skills
1. Extensive knowledge of diaspora engagement in Rwanda and beyond.
2. Minimum of 5 years of relevant professional experience in academia, research institutes, think tanks, governmental, inter-governmental, or non-governmental organizations.
3. Knowledge and understanding of the relationship between migration and development, especially at the policy and strategy level.
4. Experience in working with Government authorities in Rwanda and in liaising with other national /international institutions.
5. Advanced experience in drafting research tools and sampling frameworks, as well as data management and analysis.
6. Proven track record of drafting research reports for governments or international organizations.
7. Proven previous working experience consisting of substantial involvement in assessments, evaluations, and/or reviews in related areas.

Technical competencies
1. Delivers on set objectives within required timeframe.
2. Necessary professional skills to strive towards the common goal and find solutions to work with different stakeholders and different data sets.
3. Proven capacity to coordinate all administrative and technical aspects of the consultancy.
4. Demonstrated ability to work in a multicultural environment and establish harmonious and effective relationships.
5. General understanding of diaspora issues.
6. Full computer literacy, including familiarity with research tools.


LANGUAGES
Fluency in written and spoken English is required. Basic skills in Kinyarwanda are an advantage
