How can you make a difference?
The proposed consultancy will strengthen capacity of the National RCCE Technical Working Group led by Rwanda Health Communication Centre (RHCC) and co-chaired by UNICEF to coordinate the relevant efforts of COVID-19 prevention and response and COVID-19 vaccine demand generation, as well as other potential public health emergencies, as necessary.

Scope of Work:
Under the overall guidance of SBC Specialist and day-to-day management of RHCC, the consultancy will support the coordination, design, monitoring and reporting of social and behavior change communication, risk communication, community engagement and advocacy activities that aim at promoting lifesaving behaviours with focus on the following priorities:
• Partnerships and strategic engagement with government at all levels, UN agencies, donor organizations, international and national NGOs and other development partners in preventing and responding to COVID-19 increasing uptake of the COVID-19 vaccine among various segments of public.
• Advocacy at national, district and lower levels focusing on high risk affected areas susceptible to an imminent Ebola outbreak from the Democratic Republic of the Congo (with geographical focus on Kigali City and the Eastern Province).

Tasks/Milestone:
• Development of the inception report for the implementation of the consultancy with detailed activities and timelines.
• Review, adapt and maintain regular social listening and rumor tracking mechanism to inform COVID-19 vaccine uptake interventions, including through supporting three rounds of community rapid assessment planned by RHCC, UNICEF and VIAMO.
• Coordinate the design and implementation of the SINDOHOKA national RCCE and vaccine uptake campaign Phase II.
• Support organizing, implementing, and reporting on the two national workshops on human-centered design with focus on COVID-19 vaccine demand generation.
• Support training of Ministry of Health staff, Community Health Workers in charge of health promotion and other frontline workers in understanding and addressing vaccine hesitancy, rumors and misconceptions.
• Coordinate documentation of the COVID-19 vaccine roll-out case study for Rwanda as per the pillars of the National Deployment and Vaccine Plan.
• Coordinate partnership with the Rwanda Interfaith Council for Health to increase COVID-19 vaccine uptake.

Deliverables/Outputs:

• Inception report endorsed by RHCC and UNICEF.
• Social listening and rumor tracking mechanism to address vaccine hesitancy adapted and functional.
• Data from community rapid assessment disseminated among RCCE partners to inform interventions.
• All communication assets agreed by RHCC, UNICEF and RCCE partners are developed in a participatory manner and endorsed by RCCE and UNICEF.
• Training plan, module and report submitted to and endorsed by RHCC and UNICEF.
• Training plan, module and report submitted to and endorsed by RHCC and UNICEF.
• A case study and a corresponding video documentary of vaccine roll-out in Rwanda is completed and endorsed by RHCC and UNICEF.
• The final report on the implementation of the partnership (with all set targets met) is submitted and endorsed by RHCC and UNICEF.

To qualify as an advocate for every child you will have…
• Bachelor’s degree in the social/behavioral sciences, public health, mass communication or other relevant field.
• A minimum of three years of experience in planning, implementation, and evaluation of social and behavior change and/or mass communication interventions, involving advocacy, social mobilization and community participation; training in interpersonal communication and social mobilization.
• Previous proven experience in the development and management of formative research, monitoring and evaluation for behavior change or mass communication programmes is an advantage.
• Strong interpersonal, communication and leadership skills.
• Excellent organizational skills and attention to detail.
• Fluency in English and Kinyarwanda is a must; Knowledge of French is desirable

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
