To ensure effective delivery and measurable impact, the Monitoring and Evaluation (M&E) Specialist will play a critical role in tracking progress, evaluating outcomes throughout the project’s implementation.
Purpose of the position
The Monitoring and Evaluation (M&E) Specialist will be responsible for designing, implementing, and overseeing the M&E framework for AWEE PROJECT (Agricultural Value-Chain Enhancement for Women Economic Empowerment in Rwanda), which is Better World Rwanda’s development project sponsored by KOICA (Korean International Cooperation Agency). The specialist will ensure data-driven decision-making, track project impact, and enhance accountability by developing monitoring tools, conducting internal evaluations, and supporting external evaluations. Additionally, this role will support M&E capacity building for staff and local stakeholders by providing training, mentorship, and technical guidance to strengthen data collection, analysis, and reporting processes.
Specific Objectives
- Develop and Implement M&E Frameworks: Establish robust M&E methodologies that align project objectives with measurable outcomes, indicators, and data collection tools.
- Conduct High-Quality Evaluations: Lead baseline, mid-term, and end-line evaluations to assess project effectiveness and impact, ensuring rigorous data quality and analysis.
- Enhance Data Collection and Management: Design, test, and refine both quantitative and qualitative data collection tools while ensuring systematic data storage, integrity, and security.
- Provide Actionable Insights: Conduct comprehensive data analysis and translate findings into strategic recommendations for program improvement and decision-making.
- Strengthen Reporting and Knowledge Management: Generate timely, insightful reports for internal and external stakeholders while documenting lessons learned and best practices.
- Build M&E Capacity: Provide training, mentorship, and technical support to project staff and stakeholders to enhance their M&E competencies.

Job purpose:
Lead and manage Monitoring and Evaluation (M&E) activities for Better World Rwanda, ensuring that the organization's development programs, including the AWEE Project, achieve their goals and continuously improve through evidence-based practices. The M&E Specialist will ensure the tracking of key performance indicators (KPIs), data-driven decision-making, and program impact measurement, while also strengthening M&E capacity building for staff and stakeholders.
Roles and responsibilities:
M&E Framework Development
- Design and implement a comprehensive M&E framework that aligns with project objectives, outcomes, and indicators.
- Develop clear methodologies for data collection, ensuring consistency and reliability across all project activities.
Conduct Evaluations
- Lead and manage baseline, mid-term, and end-line evaluations, ensuring the collection of high-quality data and rigorous analysis.

Data Collection Design & Management
- Develop, test, and refine both quantitative and qualitative data collection tools (e.g., surveys, structured interviews, participatory methods).

Data Analysis and Reporting
- Analyze complex data sets and synthesize findings into actionable insights to guide strategic decisions.
- Prepare clear and concise reports for diverse stakeholders (internal project teams, donors, government, and community beneficiaries).
- Ensure regular reporting that meets project timelines and is aligned with donor and stakeholder expectations.
Knowledge Management
- Systematically document lessons learned, best practices, and project successes to facilitate continuous learning.
- Ensure that knowledge generated through M&E activities is easily accessible for future use and decision-making.
Capacity Building
- Provide technical training and mentorship to project staff, partners, and stakeholders to enhance M&E knowledge and skills.
- Design and deliver workshops or training sessions focused on M&E tools, methodologies, and best practices.
Stakeholder Engagement
- Foster strong relationships with external evaluators, government agencies, donors, and community stakeholders to ensure project alignment and the sharing of relevant data.
- Collaborate with stakeholders to ensure the accuracy of project reporting and incorporate their feedback into M&E activities.
Ethics and Standards Compliance
- Ensure all M&E activities adhere to ethical standards, including data confidentiality, informed consent, and participant rights.
- Promote and advocate for ethical practices in all stages of the M&E process.
Representation and Advocacy
- Represent Better World Rwanda in M&E-related forums, conferences, and working groups to enhance visibility and build partnerships.

Continuous Improvement

Basic Qualifications, Education, and Experience
- Bachelor’s degree in social sciences, Development Studies, or related fields (master’s degree preferred).
- At least 3-5 years of M&E experience in INGOs or international development agencies.
- Proven expertise in designing and conducting baseline, mid-term, and end-line evaluations.
- Experience in quantitative and qualitative research methods and analysis.
- Familiarity with KOICA-funded or similar international donor projects.
- Experience working with local government, communities, and culturally diverse teams, including Korean organizational culture.
- Participation in project design, baseline, and end-line survey analysis.
- Experience with savings groups, cooperatives, or farmer groups preferred.
Skills
- Strong analytical skills and proficiency in statistical software (e.g., STATA, SPSS, MAXDQA, NVIVO).
- Proficiency in MS Office Suite, KOBO Toolbox, and other relevant digital platforms.
- Data Visualization with PowerBI, Excel, knowing how to design reports and dashboards using various visualizations (e.g., bar charts, line graphs, scatter plots, slicers) to effectively convey insights from data
- Excellent organizational and time management skills.
- Strong written and verbal communication skills in English and Kinyarwanda.
