II. Organizational Context and Scope
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental, and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Context:
The Kampala Ministerial Declaration on Migration, Environment and Climate Change (KDMECC) is a significant regional agreement signed by 11 countries including Rwanda in the East and Horn of Africa. It addresses the challenges and opportunities of climate-induced mobility in the region. The declaration includes 12 commitments and five requests, focusing on policy coherence, funding for climate mobility, investments in climate change adaptation, and youth involvement in policy processes. The signatory states will develop their national Plans of Action to implement the commitments of the KDMECC.
Following the initiative, IOM is supporting the Government of Rwanda in strengthening resilience against climate change and related disasters, and enhancing understanding of the migration, environment, and climate change (MECC) nexus and to elaborate Country Profile on Migration, Environment and Climate Change (MECC) through research and field study to contribute to develop its national Plans of Action.
Under the overall supervision of the Head of Programmes, under the direct supervision of the Project Manager, the consultant will work on the elaboration of Country Profile on MECC.
In this regard, IOM is seeking for an experienced consultant to elaborate a country profile on MECC through research and field study to contribute to the development of MECC national Plan of Action.

The consultant shall perform the following duties and responsibilities:
III. Responsibilities and Accountabilities
1. Conduct Desk Review: The consultant will perform a comprehensive desk review of existing literature, including policy contexts and key issues affecting the country, such as drought, desertification, floods, landslides, earthquakes, and volcanic eruptions. This will help identify the most at-risk zones within the country for focused data collection. The consultant will finalize the desk review through conducting consultation workshops and revisions based on the inputs by stakeholders.
2. Design Data Collection Methods: Develop a data collection guide and methodology in coordination with partners, ensuring ethical considerations and alignment with the project's objectives.
3. Conduct Data Collection: In coordination with the government and other stakeholders, the consultant will conduct the data collection in identified zones of intervention in border districts, which may include identifying enumerators, conducting focus survey, group discussion and key informant interviews to understand how environmental conditions affect migration patterns.
4. Elaborate Country Profile on MECC: The consultant will elaborate a country profile on MECC including gender-sensitive climate change on human mobility, integrating insights from the data collected, including the gaps, and challenges for Rwanda to address the impacts of climate change on human mobility in selected areas and recommendations to MECC national Plan of Action and National Adaptation Plan process for future needs. The consultant will also facilitate the validation process through including consultation workshops with relevant stakeholders.
5. Perform such other duties related to the tasks above as may be assigned.

Education
• At least master’s degree in environmental economics and natural resource Management, Environmental Management, Climate Science, Climate Change Policy, International Development, Developmental Studies, Humanitarian Development, or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.

Experience
• A minimum of five (5) years of practical experience conducting environmental and/or migration research, climate change vulnerability assessment on human mobility preferably in East Africa.
• Work experience in coordination with governmental institutions and Civil Society Organizations.
• Performance indicators for the evaluation of results
• A minimum of five (5) years of work experience in research on migration, environment, or climate change.
• Experience in coordination with governmental institutions and Civil Society Organizations.

Travel requirement
Yes, the consultant may visit fields for the purpose of data collection and coordination with local stakeholders.
