Job Description
1. Purpose Of The Job
The Depot Maintenance and HSE Engineer is responsible for planning and coordination of maintenance activities for the depot facility and equipment so as to ensure flawless operations and minimize plant and equipment downtime.
2. Control Performance Indicators (Tools methods used by management to determine sustained effectiveness of control)
• Level of HSE Depot Compliance (Regulatory and Rubis Process Safety Management System above Level 3)
• Annual Self-Assessment of the Rubis Process Safety Management System)
• #Of incidents on site
• # of open items on the Rubis HSE portal – overdue
• Responsible for monthly HSE Dashboard
• Adherence to maintenance schedules, 100%
• % preventive maintenance; >90%
• % reactive maintenance; <10%
• Equipment downtime
• Number of statutory interventions on time; 100%

• Ensuring cost effective maintenance options and adherence to the approved budget
• 100% participation in Health and Safety committee meetings which are conducted once every quarter and get 100% involved in implementation of the recommendations made during the meetings.
• Ensuring ALL contractors working within depots are properly inducted, supervised, have properly authorized work permits and LPOs, and observe ALL safe work practices

3. Nature And Scope Of Activity
• Critical role for the depot that ensures zero incidents on site by identifying and controlling risks that prevent HSEQ related incidents by management of contractors, plant and firefighting equipment inspections and critical equipment on site is operating and maintained as per manufacturers recommendation.

4. Main Duties
• HSEQ
• Responsible for compliance and maintenance of the Rubis Process Safety Management System at the depot
• Develop hazard control processes, methods, and programs.
• Contractor induction and compliance monitoring by carrying out HSE inspections and control safety equipment functionality
• Enforces formal process of Management of Change (MOC), the documentation and approvals and reviews HSEQ requirements compliance for all projects.
• Ensures implementation of Depot Technical Integrity at the depot - inventory of Safety Barriers, testing of Safety Critical Barriers (Critical Equipment), reporting of any downgraded / by passed modes and application of compensatory measures and derogation formal documented requests.
• Raises the level of HSEQ culture among staff and contractors on site
• Conducts risk assessment for new projects and on-going processes to mitigate occupational loss
• Coordinates annual HSEQ audits at the depot – internal and external – and ensures closure of the action plans
• Responsible for carrying out JSA with the contractor to ensure hazards are identified and mitigated prior to any maintenance works. Issues / closes work permits with approval of Depot Manager – attend all site planning, progress and other appropriate site meetings, particularly those involving contractors.
• Responsible for creating HSE awareness within the facility users, conducts tool box meetings and safety meetings in conjunction with the Depot Manager to ensure safety culture improves.
• Evaluate Contractor Safety Performance appraisals for all major maintenance works and further conduct contractor training and /or refresher courses
• Investigate HSE incidents and near misses to issue prompt report

Maintenance Management
• 13. Prepare, plan and execute the annual preventive maintenance schedule that will include maintenance, inspections and calibrations for all custody transfer equipment
• 14. Responsible to understand equipment maintenance procedure and for its application in depots under their supervision
• 15. Prepare and issue work orders or LPO’s to maintenance technicians or Third-party contractors including work order close out on completion of works by signing job cards confirming satisfactory repairs
• 16. Adopt and report on equipment maintenance KPI’s
• 17. Prepare equipment maintenance checklists according to manufacturer’s recommendations company rules and risk assessments
• 18. Manage depot maintenance activities in coordination with depot operations superintendents
• 19. Receives and analyses maintenance reports from maintenance technicians or third-party contractors and give recommendations for overhaul or replacement of an equipment
• 20. Responsible for scheduling and chairing Quarterly meetings to review service levels with maintenance contractors for all equipment as per SLA signed with the contractors and KPI’s. He also performs performance evaluation of contractors
• 21. Responsible for maintaining equipment maintenance records, adopting KPIs, generating and analyzing KPI data for depot under their supervision
• 22. Ensure strict adherence to preventive maintenance plans for equipment, calibration schedules and statutory requirements for depot equipment
• 23. Manage Contractors and Depots maintenance staff to ensure compliance with Environment, Health & Safety (EHS) protocols, operating procedures and Safe to Work practices to ensure incident and injury free execution of all Maintenance work at the Depots
• 24. Responsible for updating the equipment register in the depot. And continuous review of maintenance procedures to align with equipment changes within the facility
• 25. In Liaising with Procurement Section to ensure timely processing of LPO’s for maintenance works
• 26. Responsible for preparation of budgets for maintenance works, tracking maintenance costs and updating the department of maintenance reports for each facility under your supervision. Follow up with finance payment processing for contractors
• 27. Participate in review of schedule of rates for various maintenance works from time to time to ensure value for money
• 28. Responsible for identification of critical spares within the facility and ensuring that the minimum spares requirement is adhered to Requirements

5. Education And Training
5.1 Education background
• Bachelor’s Degree in Engineering.
• 2 years industry experience.
• Oil & Gas Industry experience an added advantage

5 .2 Competencies and experience
• Ability to diagnose, troubleshoot and solve depot technical problems.
• Project management
• Strong Organizational and Leadership skills.
• Excellent interpersonal skills, strong oral and written communication.
• Familiar with Country Regulatory requirements and standards

Other
English language required.
