Based out of Denver, CO, USA we have approximately 230 employees mostly located in our nine operating countries with about 48 in Denver. Water For People exists to promote the development of high-quality drinking water and sanitation services, accessible to all, and sustained by strong communities, businesses, and governments.

Purpose And Overview
As a growing nonprofit we need to make sure that our employment and work policies, procedures and practices are in compliance with all applicable laws and regulations established in each country where Water For People operates. To that end, we are seeking to hire the legal consultant that can assess our existing policies and procedures in Rwanda and can provide recommendations on the areas that need to be changed or improved. Our Rwanda office is located in Kigali and has approximately 48 full time employees.

We have created a Compliance questionnaire that will be completed by key personnel in
Rwanda – HR and finance staff as well as the country director. Through a semi-structured interview, they will be asked to answer about 50 questions around our current state on employment topics including compensation, benefits, COVID- 19 policies, discrimination policies, employment contracts, recruitment, selection and termination practices. All answers will be documented by Water For People and be part of the review process the legal consultant will undertake.

Scope Of Services
This Request for Proposals (RFP) is to:
• Identify documentation that will be required for your revision and analysis
• Review Compliance questionnaire results, employment contracts, employment policies, pay documentation and other work-related documents that our Rwanda office has developed and implemented
• Allow for email enquiries throughout the analysis process and two weeks after completion of deliverables
• Provide findings and recommendations highlighting the areas that need immediate attention
• Share important links, tools and resources that should be taken into consideration for our action plan phase
• Meet with Water For People compliance team to present and discuss findings and recommendations
• Propose a timeline and budget for deliverable

Key Deliverables
• Written Report: will include findings and recommendations to mitigate risks
• Meeting with compliance team: To discuss present and discuss findings and recommendations

Proposal Requirements
Water For People is inviting individuals and/or firms to prepare a brief proposal to undertake the work. Please provide:
1. Submission letter: signed by the legal Representative /the legal Consultant.
2. Administrative documents : The legal Consultant’s profile , full address indicating Country, Province, District, Sector, Cell, Village, Street number, E-mail, Post Office Box, and Bank account details, a copy of Trade License/ registration certificate in the field of legal services, a valid Rwanda Social Security Board certificate (RSSB), VAT registration and Valid tax clearance by Rwanda Revenue Authority (RRA).
3. Experience: The legal Consultant’s/Team’s credentials and expertise.
4. Team: Names and roles of all key personnel proposed to support Water For People; summary of each person’s experience and qualifications

Project Approach:
1. Description of how you will complete the Scope of Services
2. Proposed timeline
3. Description of your technical approach/methodology and tools

References: Provide three (3) business references of similar work from recent or current clients (within the last 5 years). Please include:
1. Name and contact information of client
2. Description of the services provided to the client
3. Description of the project, its duration, and current status of the project
The Form of Agreement will be Water For People’s standard contractor agreement. It will be shared with the selected consultant upon notice of award.

Financial proposal : Provide the financial proposal with the budget not exceeding One Million Two Hundred and Fifty Rwandan Francs (Rwf 1,250,000).
