Associate, Talent Acquisition
We are currently seeking a highly motivated individual to join the TA Department to support ongoing hiring needs across Africa, Central America, and North America. Successful applicants will have a strong interest in global health and/or international development and a proven track record in sourcing, screening and hiring qualified candidates – as well as managing administrative processes. Ideally the successful individual will have previous experience working within an international organization and be comfortable working with geographically dispersed teams in a virtual capacity.

The Associate will be part of a team whose mission is to support our global programs & country teams. The Associate will partner with hiring managers around the world to determine staffing needs, job profiles and recruitment strategies. The Associate will also be responsible for helping maintain team efficiency by contributing to special projects related to TA Operations, university outreach strategy, and streamlining of processes.

This position can be based in Rwanda or other CHAI program countries in East or Central Africa pending country leadership approval.
Responsibilities
• Establish and maintain strong working relationships with hiring managers and internal HR departments.
• Act as advisor to hiring managers to determine staffing needs and profiles for each open position
• Work with hiring managers and Talent Acquisition team colleagues to identify best sourcing for each position
• Develop a pipeline of qualified candidates using diverse, cost-effective techniques
• Manage applicant/staff information and status in the applicant tracking database; ensuring the highest integrity of data.
• Provide timely and consistent communication to hiring teams and candidates on the recruitment status, throughout the interviewing and hiring process.
• Identify and screen potential candidates to assess their abilities, and recommend qualified candidates based on phone interview and pre-employment assessment; proactively manage internal referrals.
• Manage internal candidate placements.
• Contribute to outreach strategy, systems development and refining recruitment programs, tools and processes.
• Collaborate with HR partners on onboarding, immigration, and related issues.
• Communicate CHAI’s compensation framework to candidates. Ensure realistic expectations are set with each candidate.
• Extend both verbal and written job offers, negotiate offer terms with candidates. Collaborate with Global Human Resource Partners, Directors & Coordinators to ensure onboarding is streamlined.

Program Overview
The Government of Rwanda (GoR) strives to achieve Universal Health Coverage (UHC) by enabling equitable access to quality health services for the population as outlined in the Fourth Health Sector Strategic Plan (HSSP IV). This commitment has been made against a backdrop of rising health care costs and uncertainty around the future availability of donor funding and calls for improved health sector sustainability. Acknowledging this, the Government aims to employ effective, equitable, efficient, and sustainable health care financing and systems strengthening, putting an emphasis on primary health care as the cornerstone of a strong and sustainable health system.

CHAI Rwanda’s Sustainable Health Financing (SHF) programs work on a day-to-day basis with Government leadership in the Ministry of Health (MoH) and the Rwanda Social Security Board (RSSB). The goal of those programs is to support the Government to accelerate progress towards UHC by ensuring the sustainable delivery of quality, essential health services. This includes work to prioritize and sustainably finance essential services, to improve financial protection through the Community Based Health Insurance (CBHI) scheme, and to support improved management, financing, and delivery of quality primary health care.

Responsibilities
CHAI seeks an Associate to join Rwanda’s sustainable health financing team. In this role, the Associate will support the implementation of CHAI support to the GoR working closely with key decision makers of the MoH, RSSB, and Ministry of Finance. This will include support to various health financing reforms and operational improvement initiatives, including a provider payment reform for PHC and the revision of the CBHI benefit package.

The Associate will report to the Program Manager for Health Financing and will work closely with other CHAI teams at the country and global level, including in Health Financing; Health System Strengthening; Infectious Diseases; Reproductive, Maternal, and Child Health; and others.


Responsibilities
• Design and carry out the scope of CHAI's support to the Ministry of Health and to Rwanda Social Security Board, for health financing according to government priorities and the evolving support needs of the Ministry of Health.
• Act as a key advisor to government leadership in the design and implementation of health financing interventions and reforms. Those will include, and not be limited to, the following:
• An ambitious provider payment reforms for primary health care providers. This will involve support to the government at central and subnational levels for the roll out of the payment reform.
• The institutionalization of an evidence-based process to revise CBHI health benefit package and ensure essential services are covered by the scheme
• The strengthening of donor coordination to support domestic resource mobilization and a sustainable transition towards greater self-reliance
• Support the government in conducting in-depth financial analyses to inform priority reforms. These analyses may include the following:
• Projections of service demand and financial needs for CBHI, as well as an analysis of financial availability and funding gaps.
• Efficiency analyses that will inform interventions to improve financial management at central and peripheral levels and for different pillars of the health system.
• Critical analysis of the distribution of financial resources for the health system as a whole and the expenditure incurred.
• Other quantitative analyses to assess the opportunities to improve the efficiency, effectiveness and sustainability of health financing in Rwanda.
• Transfer expertise to government partners in data analysis, including costing, scenario modelling and budgeting.
• Draft presentations and reports for internal and external stakeholders on the work of health system strengthening in Rwanda.
• Pursue opportunities for collaboration with other CHAI teams, helping to build a cross-cutting community of practice within the country, region and organization.

• A minimum of 3-5 years of experience in a demanding environment, ideally in public health or in the healthcare industry, including strategy consulting or complex technical projects, with increasing levels of responsibility and leadership;

CHAI's diagnostics work aims to address barriers to access and foster a healthy competitive marketplace for essential diagnostic testing for HIV, TB, Hepatitis, Cervical Cancer, Covid-19, Antimicrobial resistance (AMR), and other diseases. CHAI plays a leading role in coordinating work globally on access to diagnostics in LMICs, working closely with diagnostics manufacturers, governments, and multilateral organizations to lower prices, increase access to testing, and accelerate the entry and uptake of new innovative products within countries.

CHAI’s digital health team works with governments, end users (e.g., healthcare providers, health system managers, patients), technology organizations, and donors to apply technology effectively to catalyze government goals on diagnostics. The CHAI team designs and develops fit-for-purpose and scalable digital products, supports governments to scale and sustain technologies, and creates an enabling digital ecosystem.


Overview Of Role
CHAI is seeking a driven and highly motivated individual to drive the design, development, and implementation of digital products for diagnostic data systems and AI-based digital diagnostics products. They will work closely with internal teams and external partners to provide technical leadership and help governmental programs improve how they collect, analyze, and use data for diagnostics. The individual will provide strategic input and operationalize thoughtful design, creation, modification, and maintenance of potentially complex and diverse digital platforms; lead training sessions related to the deployment and use of technology solutions; and help staff use and troubleshoot digital solutions on an ongoing basis.


The candidate will also identify, build, and manage relationships with technology organizations/developers whose products can be used for improving diagnostics systems, and provide strategic guidance on integration and scalability of such products across programs. They will support scoping activities and assessments to identify gaps that can be addressed through new or existing tools and approaches, and inform how they can accelerate progress towards country strategies.

Scoping and Strategic Leadership (15%)
• Lead scoping activities on digital health solutions to further diagnostics and lab management goals. Work closely with CHAI teams and external organizations to identify and document challenges and use cases for digital products, existing systems, information flows, infrastructure, and stakeholders.
• Drive the development of a digital diagnostics strategy for the organization. Support the development of country-specific government data systems and management strategies. Advise on strategies and systems for collecting, reporting, storing, cleaning, and analyzing data.
• Establish and cultivate relationships with other CHAI teams and in-country partners working on technology, data, and/or surveillance work, to inform CHAI activities, guide country strategies, and collaborate with stakeholders to achieve program objectives.

Requirements Gathering and System Design (20%)
• Elaborate and document coherent, context-appropriate, and technology-appropriate requirements in partnership with Ministry of Health (MOH) programs, end users and CHAI staff, co-designing solutions with users where applicable. Requirements may include system architecture, form designs, automated data outputs (dashboards, reports), user roles, systems integrations, and usability.
• Play a translational role in communicating technical approaches, user requirements, and software and hardware specifications to non-technical staff within CHAI teams, MOHs, and donors

Technology Project Management (20%)
• Select, liaise with, and manage sub-contractors (software developers) to build and configure applications and integrations according to the defined requirements and timelines
• Create and manage project plans with CHAI teams and MOHs, including project management processes and communications to progressively design, develop, and test systems and tools
• Manage ongoing tracking and prioritization of software development activities. Proactively manage changes in project scope, identify challenges and roadblocks, and develop contingency plans.
• Test developer outputs and provide regular feedback on bugs and functionally to ensure solutions are being developed according to specifications

Technology Implementation and Training (20%)
• Work actively with CHAI teams and government stakeholders to develop and implement system roll-out plans, including M&E plans to routinely assess the performance of digital solutions.
• Drive and support technical set up, user testing, training, supervision, monitoring, issue escalation, and transition of product ownership for all country-level implementations
• Develop manuals, SOPs, and training materials to support implementation; help train global, country and MOH program staff in the use of information technology
• Help cultivate a culture of data-use within MOHs by supporting CHAI country teams to monitor and strengthen the quality of data inputs, refine analytical outputs, and develop context-appropriate strategies to strengthen the usage and analysis of data by MOH programs

Technical Support (20%)

• Assist in the configuration of data collection, management, reporting, and analysis tools as needed (both mobile and web-based). Update and thoroughly test tool set ups, including updates to users, organization units, data elements, indicators, data collection forms, and dashboards based on requirements and feedback from end users
• Provide ad-hoc support to teams, particularly with data management and visualization

Knowledge Management (5%)

• Ensure up-to-date documentation is in place to support roll out and maintenance of digital products
• Develop resources, guidelines, and other material to guide and share lessons across teams
• Document lessons learned on technical products for CHAI-wide or global sharing Technical Skills
• Bachelor’s degree in relevant field (information systems, computer science)
• At least three years’ working experience as a business analyst, product manager, technical project manager, or in a similar role working closely with stakeholders to define and deliver business requirements for technology initiatives.
• Proven experience in planning, designing, and implementing technology-based solutions across the full software delivery lifecycle with stakeholders and users, preferably for diagnostics and lab systems
• Experience providing clear guidance and recommendations to non-technical stakeholders on context-appropriate technology solutions, processes, and operational considerations; ability to communicate technical concepts to non-technical users
• Understanding of diagnostics/laboratory data systems; DHIS2 knowledge preferred
• Familiarity with emerging technologies for data collection and reporting; comfort with developing basic data collection forms and reports such as ODK strongly preferred

Immunization is one of the most successful public health interventions in history. National immunization programs reach >100 million infants every year and have averted globally two to three million deaths every year since the launch of the Expanded Program for Immunization (EPI). However, despite these successes, 1.5 million children still die each year of vaccine-preventable diseases. Many of these deaths occur in low-income countries, where immunization programs face immense challenges.


Since 2010, CHAI has worked to save lives and reduce the burden of vaccine preventable diseases by improving coverage of immunization services in resource-limited settings. CHAI not only strengthens immunization systems but does so with an eye to make them a stronger backbone for primary health care. CHAI achieves this by working to strengthen national immunization programs in >12 countries, by shaping relevant global markets, and by improving the global immunization ecosystem. CHAI’s portfolio includes six complementary strategic goals:
• Improving affordability and supply security of immunization products;
• Accelerating the uptake of new or under-utilized vaccines;
• Enhancing the performance of vaccine cold chain and logistics systems to increase effective immunization coverage;
• Improving the design and implementation of service delivery to reach the unreached;

Position Overview
CHAI’s Global Vaccines Delivery team is currently refreshing its immunization strategy across technical/programmatic areas and geographic focus. This presents an exciting opportunity to join the Global Vaccines Delivery team and contribute to the shaping and launch of our next phase of work. As we enter into this next strategic period, CHAI’s Global Vaccines Delivery team is seeking dynamic leaders to lead and manage teams implementing key technical areas of our programmatic portfolio.

We are seeking a Technical Manager for a role that could include new vaccine introduction, management and capacity building, sustainable financing, and other areas of high priority and impact. CHAI’s New Vaccine Introduction portfolio supports countries to introduce and achieve high coverage of Covid-19 vaccine, HPV vaccine and other complex, new vaccines; supports targeted introductions of underutilized vaccines; and strengthens government capacity to make decisions on vaccine product optimization with an eye towards sustainability. CHAI’s management, capacity and financing portfolios strengthen the management systems and capacity of national immunization programs to increase coverage and equity of vaccination in focus countries, and support governments to plan for and manage transition from Gavi funding towards sustainable immunization financing.


This is an opportunity to join a matrixed team focused on implementing lasting, transformational impact in the global vaccines delivery space.

Technical Managers across our team are generally expected to: (i) drive program and grant management, (ii) lead CHAI's vaccines program in the relevant discreet technical area, (iii) provide strategic and programmatic support for the design and implementation of work in focus countries within said technical area, and (iv) improve national and global immunization practices and policies. • Strengthen national and subnational data driven performance management systems
• Strengthening national and subnational planning and coordination processes to expand the reach and quality of immunization and other primary health care services

• Drive continuous development and effective dissemination and use of programmatic toolkits, lessons learned, and other know-how related to CHAI's vaccines program experience in focus countries.
