Consultancy Title: International Consultancy, International Expert in Data Processing to Support the 2022 Population and Housing Census
The Data processing expert will work at the National Institute of Statistics of Rwanda (NISR) premises, under the overall guidance of the Director General of NISR. The Data processing expert will daily work in close collaboration with the Department of Census and ICT Unit.

Duration of contract and timelines: Implementation for 60 working days, spread within a period of October 2022 to December 2022.

Purpose Of Consultancy
The 2022 General Population and Housing Census (PHC) is the 5th to be conducted in Rwanda after four censuses that took place in 1978, 1991, 2002 and 2012. These censuses helped Rwanda to gather data on demographic characteristics of the population; geographical distribution; structure per age and sex; density, characteristics of housing and households, non-monetary poverty, socio-economic characteristics of special groups of the population (children, women, disable persons, youth, elderly people), mortality, fertility and migration/spatial mobility, ...

The Government of Rwanda through the National Institute of Statistics is implementing the 5th Population and Housing census in August 2022 for updating data on core demographic, social and economic indicators for formulation, implementation, monitoring and evaluation of national and international development plans and programmes that the country has committed on. The RPHC is in the process of data cleaning and post enumeration survey.

The UN has recommended technologies in all census operations with the 2020 round of population and Housing censuses. It is in this context that the National Institute of Statistics of Rwanda will use technologies in all the 2022 population and Housing Census’ operations including the data collection in replacement of the use of paper based questionnaires.
In that context, UNFPA is supporting the National Institute of Statistics of Rwanda (NISR) to enhance capacity and bring in experience from other countries that has already embarked in the use of technologies in census data collection but also highly experienced in census undertaking.
UNFPA is seeking for a Data processing expert to support the NISR successfully implement the remaining phases of the 2022 census with new requirements of the use of technologies in all census’ operations. It is against this background that an International Data processing expert is required to provide guidance during data capturing, analysis and dissemination throughout the remaining census processes and contribute substantively to the effective planning, organization, implementation, monitoring and evaluation of the data processing flow of the 2022 Population and Housing Census, data architecture, data transmission, data analysis and data archiving.

Scope Of Work
The overall responsibility of the Data processing expert is to provide the technical assistance to the NISR to maintain state-of-the-art scientific and internationally recognized standards throughout the process and to support national capacities in ensuring high quality data production, analysis and dissemination.
Under the supervision of the NISR Director General, the Data processing expert will assist in the planning, organization, implementation, monitoring and
evaluation of the data processing flow of the 2022 Population and Housing Census, data architecture, data transmission, data analysis and data archiving. The Data processing expert will also serve as a key technical resource for the strengthening of the NISR capacity through training and technical support to national experts.

More specifically she/he will be responsible for the following substantive duties and responsibilities:
• Assist NISR in setting up technical and infrastructure requirements for the implementation of the 2022 Population and Housing Census;
• Review and advise NISR on the census strategy documents: data processing plan, data processing infrastructure, data transmission, data security, and data archiving, etc.;
• Advise on the equipment and software packages to be used;
• Assist in the organization and implementation of data capture;
• Review and advise on guidelines of edit rules/specifications for detection and correction of range and consistency errors;
• Develop an editing in batch for error detection and correction;
• Assist in the development of required computer application programmes;
• Prepare an operational monitoring system for data processing; and data monitoring;
• Full preparation of an automated tabulation in batch to all thematic tables and other related tables;
• Develop a well-organized approach of data distributed computing;
• Prepare a comprehensive capacity development plan for all people involved in the census data processing and data analysis;
• Work closely with the Data analysis experts and Census data analysts in the development and approval of the tabulation plan, analysis plan and strategic document for an optimal use of the 2022 PHC data;
• Support in the installation of the Private cloud infrastructure
• Produce the Census data anonymized file and public use file and ensure that the row data file is kept confidential and secured.
• Setting up an automated monitoring and reporting from raw collected data in a very short time
• Work with local team in Electronic documentation using microdata management toolkit and Data documentation;
• Perform any other duty that may be assigned by the NISR.

Duration And Working Schedule
The Data processing international expert will work on short missions upon NISR’s request to support the continued census’ implementation for 60 working days, spread with in a period of October 2022 to December 2022.

She /he Will Support In The Following Phases
• Preparations and implementation of the Main Census CAPI application within its high standardization, IT infrastructure setting, Data transmission);
• Evaluation and approval of the CAPI application, IT infrastructure setting, Data transmission, IT infrastructure design for the main census
• Data Processing and Data Analysis of Census: review tabulation plans and thematic analyses syntaxes for the production of tables for the analysis, tabulation in batches
• For the whole periods, the international expert will work mainly in country with a possibility of remote work in agreement with NISR and UNFPA.
• The working schedule shall be amended upon agreement between NISR, and the consultant depending on the expressed needs of the NISR and availability of the consultant.

Place Where Services Are To Be Delivered
The Data processing expert will work at the National Institute of Statistics of Rwanda (NISR) premises, under the overall guidance of the Director General of NISR. The Data processing expert will daily work in close collaboration with the Department of Census and ICT Unit.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):
Both Electronic and Hard Copy where necessary
The consultant will produce the monthly reports and all reports regarding this assignment to be executed. These reports should be reviewed by the Director of Census, as mentioned above before they are submitted to the Director General for final acceptance and approval.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

The International expert will be reporting on the accomplished tasks to the NISR’s Director General.
The report will be reviewed by the Director of Census and the NISR’s Deputy Director General before submission to the NISR’s Director General.
The reports of the consultants shall be submitted during the assignment and will constitute the basis for the payment to be made by UNFPA.

Expected Travel

The Consultant is expected to travel to districts, NISR will communicate regarding the schedule.

Supervisory Arrangements
The Consultant will be supervised by the National Institute of Statistics’ Director General and reporting by the UNFPA Representative for contractual purposes.

Required Expertise, Qualifications And Competencies, Including Language Requirements
The data processing expert must have the following qualification and experience:
• An advanced University degree in Information Technology, Computer Science, Data Science, or any other relevant discipline from a recognized University;
• Sound knowledge of Statistical and demographic analysis software such as CSPRO, IMPS, SPSS, STATA, …
• Sound knowledge of spreadsheet and database packages such as Excel, Access, REDATAM.
• Good working knowledge in various types of network environment such as LAN, VPN, WAN...
• Minimum ten (10) years of relevant work experience in large scale statistical data processing activities; experience in census data processing in sub-African countries would be an advantage.
• Ability to adapt to new environments and to establish and maintain good working relations with individuals of different cultural backgrounds.
• Extensive knowledge of the international standards in carrying out household based surveys;
• A strong background in either application computer science and /or capacity building of government systems;
• At least ten (10) years demonstrated professional experience in data processing systems design and implementation for national household surveys and data archiving (previous experience in Rwanda or sub-Saharan Africa will be an added advantage);
• Extensive knowledge of the international standards in carrying out population censuses;
• A strong background in either applications computer science, data science and /or capacity building of government systems
• Experience in the development of capacity building and data archiving support (data quality, survey/census management and data archiving activities);
• Experience in data processing, experience in providing technical assistance in integrating the CSPro data capture application into a new system across data processing management system (having worked with the US Census Bureau or DHS data processing especially in editing as well as tabulation in batch would be an added value);
• Experience in developing the capacity of public and private institutions;
• Experience in senior positions at international level whether at home or other countries.

An Individual Contract (IC) will be signed with the consultant for the duration of 60 working days, spread within a period of October 2022 to December 2022.
