  1. Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a federally owned international cooperation enterprise for sustainable development with worldwide operations. The GIZ Office in Kigali covers GIZ’s portfolio in Rwanda and Burundi. GIZ Rwanda/Burundi implements projects on behalf of the German Federal Ministry for Economic Cooperation and Development, the European Union and other commissioning authorities in the following priority areas: Sustainable Economic Development, Good Governance, Climate, Energy and Sustainable Urban Development, Digitalization and Digital Economy, Mineral Governance, Peace and Security in the Great Lakes Region.

The Ministry of Finance and Economic Planning (MINECOFIN), along with the Ministry of Environment (MoE) and the Rwanda Environment Management Authority (Department of Education and Environment Mainstreaming: DEEM) have been mandated to ensure the Environment and climate change are mainstreamed into national planning and budgeting processes.

To be able to track the mainstreaming efforts, the above-mentioned institutions developed the checklist composed by the key performance indicators which are used at the planning and budgeting levels.

MINECOFIN, MoE and REMA use these key performance indicators to ascertain the environment and climate change has been taken into consideration during the planning and budgeting stages.

Sectors and districts are requested to take into consideration the checklists and make sure from the submission of the planning and budgeting call circular the mainstreaming guidelines were shared, clear and understandable.

The staff who support this activity of mainstreaming Environment and Climate Change (ECC) are the Directors of Planning in the Ministries and the Districts.

The Civil Society Organizations and Private Sector have been claiming the additional cost for greening their activities/ projects.

They forget to cost the indirect benefits of going green than business as usual. The later causes consequences which at the end cost huge financial resources to recover the losses.

Despite the efforts deployed by the MoE, MINECOFIN and REMA while raising awareness the staff from sectors and districts need adequate capacities to develop themselves the mainstreaming guides, understand them and use them.

During the financial year 2020/2021 the assessment of the mainstreaming status of the Environment and climate change by the key sectors of the national strategy for transformation phase one (NST1) was conducted. 

In Rwanda the mainstreaming status stands at 69.1% and around 17.5% of the indicators were not reported. NDC assist II project was thought as solution towards that issue and will develop sector guides for mainstreaming NDC into Waste Management sector.

Unreported indicators were estimated to 17.5%. Another observation was that indicators related to Environment Impact Assessment (EIA) are still implemented at a lower level and there is no specific budget line allocated to them in the sectoral and district action plans and therefore need a particular attention for the integration in sectors plans and reporting (Assessment of the implementation of the environment and climate change activities by sector Ministries and Districts 2020/2021).

In 2015 the Government of Rwanda developed the National Determined Contributions (NDC) to fully implement climate change adaptation and mitigation activities/ projects/ programs.

It is against this backdrop, the GIZ is in the process of hiring a consultant to develop the sector specific mainstreaming guidelines for the waste management sector.

Based on the sector specific mainstreaming guidelines, the Individual Consultant will develop training manual to increase the capacities and awareness of the concerned staff at the sector level to be able to ensure the full mainstreaming of NDC in action plans and budgets of the concerned sector. 

2.  Tasks to be performed by the contractor 

The consultant is responsible for providing the following services:

  1. Conduct situation analysis to understand better the integration of the NDC in the waste management sector
  2. Carry out intensive consultation meetings with all stakeholders including high level decision makers to understand better how NDC can be integrated and monitored through sector plans and budgets
  3. Through consultations to identify key performance and gender disaggregated indicators to support the implementation and monitoring of Rwanda’s progress in implementing its NDC in the selected sectors
  4. In consultations with MINECOFIN, MoE and REMA develop a reliable, feasible and practical approach to track the progress made on the selected key indicators
  5. To support the technical staff and propose framework and measurement approaches
  6. To establish baseline data on the key selected NDC indicators which have been problematic in the past
  7. Develop specific NDC mainstreaming guides for the waste management Sector
  8. Carry out a quick assessment to identify the capacity gaps to ensure NDC is fully integrated in the selected Sector
  9. In partnership with MINECOFIN, MoE, REMA and concerned sector to identify sector experts, private sector members, Civil Society Organization representatives and decision makers who will be trained
  10. In consultations with MoE, MINECOFIN, REMA and Sectors select the appropriate training modalities and suitable approaches
  11. Develop tailored training modules for different categories and organize their validation sessions
  12. Conduct trainings of different categories and produce the training report
  13. Raise awareness on the drafted sector specific guidelines for mainstreaming NDC in the waste management Sector

3.  Concept

The 1st part of this assignment will be centred on the review of existing literature to understand the context of NDC in Rwanda and the general framework for planning and budgeting processes.

The second step will concentrate on conducting intensive consultations to understand the gaps in terms of integrating NDC into waste management sector plans and budgets.

These consultations will also discuss the proposed measures including the development of sector specific guidelines waste management sector.

During the last part of this assignment will be based on developing sector specific guidelines and carry out specific trainings for building the capacities of the stakeholders to be able to support the integration of NDCs and monitor their implementation progress.

Technical-methodological concept

Strategy: The bidder is required to consider the tasks to be performed with reference to the objectives of the services put out to tender (see Chapter 1) Following this, the bidder presents and justifies the strategy with which it intends to provide the services for which it is responsible (see Chapter 2).

The bidder is required to present the actors relevant for the services for which it is responsible and describe the cooperation with them.

The bidder is required to present and explain its approach to steering the measures with the project partners and its contribution to the results-based monitoring system.

The bidder is required to describe the key processes for the services for which it is responsible and create a schedule that describes how the services according to Chapter 2 are to be provided or performed. In particular, the bidder is required to describe the necessary work steps and, if applicable, take account of the milestones and contributions of other actors in accordance with Chapter 2.

The bidder is required to describe its contribution to knowledge management for the partner and GIZ and promote scaling-up effects (learning and innovation).

Other specific requirements include crosscutting issues (gender, capacity building and regional cooperation -based indicators).

The indicators need to take into consideration the crosscutting issues including Gender, capacity development to mention few.

Project management of the contractor

The bidder is required to explain its approach for coordination with the GIZ project.

GIZ will appoint the focal person who will work closely with the Individual Consultant. He/ She will work as liaison person between the Individual Consultant and GIZ.

In addition to that a quality assurance team will be appointed and will be composed by the technical experts from the following institutions: GIZ, MoE, REMA, MINECOFIN, City of KIGALI, RURA and MININFRA.

The role of the quality assurance will be to approve the milestones and recommend for the next steps.

The reports will be submitted by the Individual Consultant to the GIZ Country Office.

The bidder is required to draw up a personnel assignment plan with explanatory notes that lists all the activities proposed in the bid; the plan includes information on assignment dates (duration and expert days) and locations as set out in the schedule.

4.  Personnel concept

Qualifications of NDC Waste Management Expert 

  • Education/training (2.2.1): Master’s Degree or equivalent in Economics, Political Science, International Relations, Environmental studies, Earth resources engineering, civil engineering, water and waste management, sustainable waste management, safety and waste management, environmental, safety and health management.
  • Language (2.2.2): Fluent in English and Kinyarwanda. French will be an added advantage (individual statement about french language proficiency).
  • General professional experience (2.2.3): Proven experience in strategic planning, monitoring and evaluation
  • Specific professional experience (2.2.4): Having conducted 1 assignment related to strategic planning, monitoring and reporting in any sector
  • Regional experience (2.2.6): Not applicable
  • Development Cooperation (DC) experience (2.2.7): Excellent coordination and partnership ( at least 1 year working experience with public or any other development partner)
  • Other (2.2.8): Experience in capacity building and development is an added value ( not mandatory)

6.  Requirements on the format of the bid

The structure of the bid must correspond to the structure of the ToRs. In particular, the detailed structure of the concept (Chapter 3) is to be organized in accordance with the positively weighted criteria in the assessment grid (not with zero). It must be legible (font size 11 or larger) and clearly formulated. The bid is drawn up in English (language).

The complete bid shall not exceed 10 pages (excluding CVs).

The CVs of the personnel proposed in accordance with Chapter 4 of the ToRs must be submitted using the format specified in the terms and conditions for application. The CVs shall not exceed 4 pages. The CVs must clearly show the position and job the proposed person held in the reference project and for how long. The CVs can also be submitted in English (language).

If one of the maximum page lengths is exceeded, the content appearing after the cut-off point will not be included in the assessment.

Please calculate your price bid based exactly on the costing requirements. In the contract the contractor has no claim to fully exhaust the days/travel/workshops/ budgets. The number of days/travel/workshops and the budget amount shall be agreed in the contract as ‘up to’ amounts. The specifications for pricing are defined in the price schedule.
