Profile of DUHAMIC-ADRI

DUHAMIC -ADRI is a Kinyarwanda acronym that stands for Duharanira Amajyambere y’Icyaro.Translating to ‘’ we strive for the development of the rural community ‘’in English. It is a non-profit organization located in Kigali, the capital city of Rwanda, within the kicukiro district, Niboye sector.it was established in 1979 by a group of Rwandans who identified the crucial need for rural development in the country.

DUHAMIC-ADRI is a Non-Governmental Organization legally granted by Rwandan law and legally recognized by the Ministerial Order No. 943 of July 12, 1985. Its statutes were amended and accepted by the Ministerial OrderNo.025/11of21th March 2005. With the vision to have « A rural world responsible for its self-socio-economic development », DUHAMIC-ADRI has a mission of « Supporting integrated development through the initiatives of the rural population in their struggle for self-development». DUHAMIC-ADRI’s interventions reaches 27 districts of Rwanda as follow: Kicukiro, Nyarugenge, Burera, Gakenke, Gicumbi, Musanze, Rulindo in Northern Province; Gisagara; Huye; Kamonyi; Muhanga; Nyamagabe; Nyanza; Nyaruguru and Ruhango in South Province; Nyabihu; Nyamasheke; Rubavu; Rusizi and Rutsiro of Western Province and then Gatsibo; Kayonza; Kirehe; Ngoma; Nyagatare and Rwamagana of Eeastern Province.

General overview of CJC program

The Scottish Government (SG) was the first Government globally to commit funds specifically to climate justice, launching the Climate Justice Fund (CJF) in 2012, and ensuring that this fund not only supports communities in partner developing countries to become more resilient to climate change but does so in way that acknowledges, and tackles embedded inequalities. 

Following an independent evaluation in 2021 of the Climate Justice Fund’s work, drawing on experiences of communities in Malawi, Zambia and Rwanda who have implemented or are supported by the Fund and stakeholder feedback on the Climate Justice Fund, the Scottish Government set a future approach for action on climate justice and prioritized targeting the funding to the people most vulnerable to climate change in the communities– particularly women and youth – and ensuring their participation is at the centre of the Fund’s work which will be achieved through delivering against distinct pillars of climate justice. In March 2022, in line with this revised approach, the Scottish Government relaunched the CJF and a Supplier Event to provide details of this opportunity and answer questions on the programme specification, procurement and tendering process was held. In May 2022, the Scottish Government advertised a competitive, open tender procedure for the Provision of Climate Just Communities in Malawi, Zambia and Rwanda but the invitation to tender was published on 7 September 2022.

In response to this invitation to tender, a consortium made of Trōcaire, the Scottish Catholic International Aid Fund (SCIAF) and Christian Blind Mission (CBM) UK was constituted, with local partners including Rwanda Climate Change and Development Network (RCCDN), its member’s organizations (DUHAMIC-ADRI, DUTERIMBERE NGO) as well as the National Union of Disabilities Organisation Rwanda (NUDOR). This Consortium submitted a tender on 18 November 2022 and on 11 July 2023, the Scottish Government awarded the CJC contract to the Consortium. The contract entered into force on 1 August 2023 and will run until March 2025, with the option to extend up until March 2026.

The purpose of the 3-year Scottish Government funded CJC Programme is to implement effective climate justice interventions focusing on community voice and needs, prioritizing marginalized communities, women, and people with disabilities, and considering the Scottish Government’s pillars of climate justice. The CJC Programme will be “of” and “for” the community: communities will be engaged in a participatory, culturally sensitive manner to identify climate-change-related needs (in their own terms) then design interventions (owned by them) to respond.

The Programme will be implemented across 3 Districts (Gisagara, Karongi & Ngororero) and jointly in consortium with Trocaire (Principle Sub-Contractor) and local delivery partners including Rwanda Climate Change and Development Network (RCCDN), its member’s Organizations (DUHAMIC-ADRI, DUTERIMBERE NGO) as well as the National Union of Disabilities Organisation Rwanda (NUDOR).

Objective

  • Identify and map potential buyers for the predominant value chains within Gisagara district specifically maize, beans, Irish potatoes, soya, cassava, rice, avocados, eggplants, onions, and cabbages.
  • Facilitate business-to-business (B2B) sessions to foster contract signing and market linkages.
  • Identify challenges within the supply chain and propose viable solutions.
  • Ensure the inclusion of women, people with disabilities, and other vulnerable groups in the market mapping process.

Scope of Work:

The hired consultant will be responsible for:

Identification and Mapping:

  • Conduct a comprehensive identification and mapping of potential buyers within and outside Gisagara district for the specified value chains including but not limited to maize, beans, Irish potatoes, soya, cassava, rice, avocados, eggplants, onions, and cabbages.
  • Focus on inclusivity by ensuring the mapping includes women and people with disabilities.
  • Collect data on buyer preferences and requirements.

Facilitation of B2B Sessions:

  • Organize and facilitate B2B sessions aimed at linking producers with potential buyers.
  • Ensure the sessions result in contract signings and long-term market relationships.

Supply Chain Analysis:

  • Identify challenges within the supply chain for the value chains in focus.
  • Propose practical and sustainable solutions to overcome these challenges.

Data Collection and Reporting:

  • Gather both qualitative and quantitative data through focus group discussions and individual interviews.
  • Collect data from at least 2 buyers per value chain.
  • Include perspectives from at least 100 individual farmers representing various groups within the CJC program, especially elderly people, people with disabilities, teen mothers, youth-headed households, and other vulnerable groups.
  • Conduct the study specifically in Ndora, Kibirizi, and Muganza sectors of Gisagara district.

Consultancy budget

The consultant firm shall produce the detailed budget indicating the following:

  • Consultancy fees by specifying the rates proposed
  • Travel expenses
  • Other related costs
  • All related taxes should be considered by the consultant

Expected Deliverables:

Market Analysis:

  • The consultant will conduct a comprehensive market analysis to identify potential buyers for the indicated value chains (to maize, beans, Irish potatoes, soya, cassava, rice, avocados, eggplants, onions, and cabbages)and for each value chain, the consultant provides the exhaustive list of potential buyers;
  • The consultant will conduct the mapping of potential buyers and categorize them based on their capacities, business model (contract farming, pre-financing model and indicate the added value for working with CJC Project) and alignment with the promoted value chains.
  • A detailed report with the list of identified and mapped potential buyers
  • In collaboration with project staff, the consultant will facilitate the B2B sessions at district level bringing together the mapped potential buyers with buyer from different levels (DUHAMIC-ADRI will cover the related budget.
  • The consultant will provide the detailed market analysis report and buyer mapping.
  • List of potential buyers with contact details and profiles.
  • Summary of market linkage sessions to be provided to project participants with intended outcomes
  • An analysis report highlighting supply chain challenges and proposed solutions.

Duration:

The consultancy is expected to be completed within 30 days, starting from the date of contract signing.

Qualifications: The consultant company should have:

  • Proven experience in market analysis and buyer mapping.
  • Expertise in facilitating B2B sessions and stakeholder engagement.
  • Knowledge of the agricultural sector, specifically the value chains mentioned.
  • A strong commitment to inclusivity, demonstrated by past projects involving women and people with disabilities.

Deliverables

  • Inception Report:Outlining the methodology, work plan, and timeline.
  • Draft Report:Comprehensive analysis and detailed recommendations.
  • Final Report:Incorporating feedback from stakeholders and presenting final conclusions.

Qualification Requirements

The consultant firm must have:

  • Willingness to collaborate with local authorities
  • Proven experience in conducting the similar task
  • Expertise in agriculture market supply chain and demand
  • Strong analytical and report-writing skills.
  • Demonstrated ability to engage with diverse stakeholders

Proven experience in conducting similar work and reference checks

Demonstrated extensive experience in conducting identification and mapping of potential buyers as well as facilitating B2B sessions that bring together model farmers and potential buyers.

Provide at least 3 similar references from the recognized agencies (INGOs, NGO or Governmental agencies) of work performed under consultancy that can verify the applicant’s ability to deliver quality work efficiently and in an organized fashion. Please share your detailed CV and contacts for personal references for key similar assignments.

Relevance and quality of the technical proposal.

Proposes a reasonable, detailed, clear work plan and methodology of 3-4 pages describing how the applicant will complete the study and tasks outlined in the point 4 of this concept note.

The applicant should develop a clear methodology that demonstrates that he/she understands the assignment and illustrates very well how the assignment is going to be executed.

Demonstrates good report writing and communication skills as well as ability to compose clear, compelling written documents in English.

The workplan should demonstrate how the work shall be completed within 15 calendar days and take into consideration the specific Rwanda context and demonstrates familiarity with proposed research, analysis and associated tasks to achieve results.

Cost-effectiveness of the financial proposal.

Reasonableness and allowability of proposed cost relative to the above-mentioned qualification requirements and level of assignment. Cost should include daily rate and transport cost (if any).
