Health Insurance Coverage for World Relief Rwanda Employees and Dependents

  1. Introduction

World Relief Rwanda (WRR) invites reputable and qualified Health Insurance Companies registered in Rwanda to submit their proposals for the provision of comprehensive health insurance coverage for our employees and their dependents. The selected Health Insurance Company will be responsible for delivering high-quality healthcare services at an affordable cost.

  1. Background

World Relief Rwanda (WRR) is an International Non-Government Organization whose mission is to empower the local Church to serve the most vulnerable.

With a workforce of 326 employees and their dependents, we are committed to ensuring their health and well-being. As part of this commitment, we seek a reliable Health Insurance Company to provide health insurance coverage for our staff and their eligible dependents.

  1. Scope of Work

The selected Health Insurance Company shall provide the following services for our employees and their dependents:

3.1. Coverage Details

  • Routine Inpatient and outpatient medical services;
  • Hospitalization accommodation  and other expenses;
  • Drugs/Medicines, Dressings and Internal Surgical procedures and appliances;
  • ICU and Theatre charges; 
  • X-ray, Ultrasound, ECG and Computerized Tomography;
  • Radiotherapy and Chemotherapy subject to overall limit;
  • Emergency Road Evacuation;
  • Dental services (Routine dentistry, dentures, braces crowns and bridges);
  • Optical treatment including frames and glasses;
  • HIV/AIDS and related ailments;
  • All generic drugs and specialties registered in Rwanda;
  • Reconstructive surgery following an accident or following surgery for an eligible medical condition;
  • Any medical treatment and drug prescribed by a graduated or registered Doctor and which has been authorized by the Ministry of Health;
  • Surgeons, consultants, anesthetists, medical practitioners, fees;
  • Psychiatric treatment;
  • Routine Immunizations (EPI);
  • Prescribed physiotherapy;
  • MRI scans;
  • Newly diagnosed /Pre – existing chronical conditions should be covered up to 50% of the overall limit;
  • Congenital malformation / Pre – term babies will be covered;
  • Automatic addition of new staff subject to prorated additional premium;
  • Automatic addition of new born baby and spouse;
  • Premium refund to subscriber of departing staff;
  • Automatic deactivation of the staff and their dependents upon reception of notification from WRR; 
  • Diagnostic tests and laboratory services;
  • Specialist consultations;
  • Emergency medical services;
  • Maternity and prenatal care;
  • Preventive health services;
  • Psychiatric and psychological services;
  • Physiotherapy services;
  • Coverage for dependents, including spouses, children and legally adopted children;
  • The service provider has the flexibility to include any additional services deemed important to our organization without being restricted to the services specifically outlined in the tender document.

  1. Eligibility

Health Insurance Companies interested in bidding for this tender must meet the following eligibility criteria:

  • Registered and licensed to operate in Rwanda;
  • Proven track record in providing health insurance services;
  • Adequate financial capacity to meet the requirements of this contract;
  • Capability to establish and maintain a network of healthcare providers.
  1. Submission of Proposals

Interested Health Insurance Companies are required to submit their proposals in two hard copies ( One original document and one copy) in a sealed envelope marked "Health Insurance Tender – WRR/HI/2023" to World Relief Rwanda Head Office located at Kacyiru, KG 107A 5th Avenue no later than October 17th, 2023. Late submissions will not be considered.

  1. Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Cost-effectiveness
  • Quality and scope of coverage
  • Provider network
  • Track record and reputation
  • Customer service and support
  • Financial stability
  1. Contract Duration

The contract shall be for a duration of one year from November 1st, 2023 to October 31st, 2024, with the option for renewal based on performance and mutual agreement.

  1. Closing Date

The deadline for submission of proposals is Tuesday, October 17th, 2023 at 4:00 p.m. and the opening will take place on the following day at 2:30 p.m. with the presence of candidates.

World Relief Rwanda reserves the right to accept or reject any or all proposals without assigning any reason whatsoever. This tender does not create any contractual obligation on the part of World Relief Rwanda until a formal agreement is signed.
