Job Title: Health Informatics Manager
Position Summary:
Health Informatics Manager is a senior position that will provide Technical Assistance (TA) to the
MoH/RBC in e-learning activities under the Rwanda TA. This position works under a direct
supervision of the of the Senior Projects Coordinator at ICAP. Given the nature of e-learning
activities, the Health Informatics Manager will work closely with different unit Directors under
RBC and MoH. The Health Informatics Manager will provide support to healthcare workers
capacity building through e-learning model.
This project is funded through the President's Emergency Plan for AIDS Relief (PEPFAR) and it
is One-year contract.
Major Accountabilities:
The Health Informatics Manager will assume the following responsibilities:
• Provide technical guidance and coordination in strengthening and operationalizing the
• eLearning Technical Working Group
• Support the development and upload of eLearning modules, provide TA to promote their use
• and monitor uptake
• Provide TA to MoH to improve existing eLearning platform and support synchronous and
• asynchronous training tools
• Provide oversight for technical assistance and guidance on establishing national training HUB
• using innovative tele-mentoring and training activities to build HCW capacity
• Provide technical support in implementing of the Extension for Community Healthcare
• Outcomes (ECHO) model for HCW training
• Provide support to the MoH and RBC to develop guidelines and SOPs for utilization of the
• ECHO platform.
• Provide technical support RBC and MoH to assess the status of eLearning infrastructure, HR
• capability at central level and district-level gaps and propose remedial plan.
• Coordinate the identification and training of a pool of DH trainers (ToTs /specialists) on an
• innovative tele-mentoring and training strategy.
• Support ECHO pilot sessions and collect feedback from participants
• Prepare and submit periodic reports to different stakeholders including RBC, MoH, CDC,
• ICAP and others

Education: Bachelor’s Degree in computer or information science, information systems/
technology, or related field required. Additional training in public health, health informatics, or
health-related field is a plus.
Experience, Skills, and Minimum Required Qualifications
• Minimum four (4) years of related experience designing, managing and working directly
• with databases from large research studies or commercial business using large datasets.
• Proficiency with at least one major programming language (e.g. Java, Python, C#)
• Proficiency and experience designing and managing relational database management
• systems (RDBMS)
• Proficiency with SQL programming and experience with SQL databases.
• Proficiency with Microsoft Office Suite (e.g., Excel, Word, Outlook, PowerPoint).
• Excellent skills in critical thinking and analysis
• Excellent organizational and oral/written communication skills (please provide a sample
• of technical writing)
• Familiarity with mainstream open-source health information technologies (e.g. DHIS2,
• OpenMRS)
• Proficiency with at least one geospatial analysis application (e.g. ArcGIS, QGIS)
• Proficiency with at least one business intelligence platform (e.g. Power BI, Tableau)
• Demonstrated experience in working with, and providing technical assistance to
• government entities
• Ability to work independently and manage various tasks under tight deadlines
• Excellent attention to detail
• Fluency in English, both spoken and written
